RTB Budget Specialist

The International Potato Center (CIP) is seeking a dynamic Budget Specialist with excellent organization and planning skills and a high level of commitment being accountable for preparing the RTB annual budget, comparing it to actual results, and reporting on variances from the budget as well as support RTB Program Manager on day-to-day financial management and compliance of RTB.

The Center: CIP is a not-for-profit international agricultural research-for-development organization with a focus on potato, sweet potato, and Andean roots and tubers. Its vision is of roots and tubers improving the lives of the poor. CIP is dedicated to achieving food security, improved well-being, and gender equity for poor people in root and tuber farming and food systems of the developing world. CIP works with partners to contribute high quality science, technology, and capacity strengthening for sustainable science-based solutions. CIP is headquartered in Lima, Peru, with staff and activities in over 30 locations across Asia, Africa, and Latin America. CIP is a member of the CGIAR Consortium. CGIAR is a global agriculture research partnership for a food secure future. Its science is carried out by the 15 research centers who are members of the CGIAR Consortium in collaboration with hundreds of partner organizations.

The position: This position will be based in Lima, Peru (La Molina) and will report to the Budgeting Financial Planning Manager and RTB Program Manager.

Duties and Accountabilities:

  • Support in the annual budget and strategic planning of RTB as Lead Center.
  • Review proposed budget submissions from partners for accuracy and completeness.
  • Examine capital budget requests and issue recommendations to the approval committee.
  • Ensure financial and programmatic compliance with CIP’s and CGIAR internal policies, and PIA and PPAs contractual requirements.
  • Monthly review of RTB financial transaction and preparation of periodical detailed financial reports to RTB Program Manager, Steering Committee and CIP’s management.
  • Assist the RTB Program Manager in tracking contract financial deliverables to ensure that they are submitted within the period of performance and coordinate the submission of invoices.
  • Assist in the financial evaluation and preparation of contract agreements with partners including follow-up needs to complete agreements on time.
  • Prepare cash position and cash flow reports, monitoring funds received from the Consortium Office and requesting timely transfer of funds to partners.
  • Other activities required for the proper financial management and compliance of RTB CRP.

Selection criteria:

  • Bachelor’s degree in Finance, Public Finance, Administration or related fields.
  • At least 3 years of professional experience in accounting, finance or related areas; with specialization in book accounting records, tracking budget expenses and budget management.
  • Advanced user of MS Office, specifically Excel, and knowledge of accounting software packages.
  • Advanced written and oral communication skills in English and Spanish.
  • Professional with high level of Trustworthiness and Confidentiality, multitasker, and good attention to detail and accuracy.

Conditions: This position is local thus limited to Peruvian nationals and permanent residents. The employment contract will be for a one-year term with three-month probation period and the possibility of renewal.
