NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors. 

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Background:

NRC Middle East Regional Office:

The Middle East Regional Office based in Amman, Jordan was created in January 2014 as part of NRC’s reorganization process.  We currently have more than 3,000 staff in the Middle East region assisting people displaced by conflict in Syria, Iraq, Lebanon, Turkey, Jordan and Palestine.  Our work is concentrated on the shelter, education, food security, legal assistance and water, sanitation and hygiene sectors with strong protection and resilience focus integrated into our programs.

Overview:

Shelter is essential for the physical protection and privacy of people affected by displacement, allowing them to lead lives in a safe, supportive and culturally appropriate setting.

We seek to protect rights and save lives by providing timely shelter interventions to meet both immediate and temporary needs, promoting durable solutions and enabling families to access social services and livelihood options.

 

Role Specific/Purpose:

The Regional Advisor Shelter is the organisation’s regional expert within the core competence and responsible for supporting the Country Offices and Regional Office in the strategic development of high quality core competence responses. 

 

Ideal Candidate Profile:

Minimum 5 years of relevant professional experience as a manager within the humanitarian field including experience as an advisor. 

Someone with solid experience in shelter and settlement programmes, drafting and encouraging the implementation of policy/strategic guidance, and developing practical tools and resources.

Ability to work independently in a result oriented, multi-cultural environment and manage conflicting priorities.

Excellent representation and negotiation skills to represent the organization at a strategic level.

A team player with ability to navigate, proven analytical, communication skills and an influential person.

Arabic is an asset.


Key Job Tasks and Responsibilities: 

  1. Support the technical programme development of shelter in line with the Plan of Action 2017
  2. Provide strategic advice and guidance to the Country Offices in relation to shelter in order to ensure that NRC delivers high quality, effective and relevant programming
  3. Provide capacity development across Country Offices in the region 
  4. Support the development of country/regional core competence strategies and implementation plans
  5. Ensure that best practices are identified, documented and disseminated both within the region and beyond
  6. Monitor country programme compliance with the Programme Policy
  7. Responsible to activate procedures to obtain approval/rejection of context specific deviations from programme policy in Country Offices
  8. Identify and develop regional advocacy issues related to the core competence and relevant cross cutting issue
  9. Responsible for implementing and maintaining technical support lines and communication with the Country Offices in the region
  10. Represent NRC in relevant humanitarian forums at regional level
  11. Assist Country Offices in recruitment of qualified staff for the core competence
  12. Coordinate the contribution of country program staff to global and regional processes and ensure that Country Office experiences are reflected 
  13. Support NRC’s strategic development of shelter (including pilot projects) in close cooperation with the Global Shelter Advisers in Oslo
  14. Responsible to ensure that global shelter programme development and pilots are incorporated in field programmes, in close cooperation with the Global Shelter Advisers in Oslo
  15. Contribute to the development of programme tools to reflect needs and humanitarian trends upon request and in close cooperation with the Global Shelter Advisers in Oslo
  16. Contribute to networking at regional and global level in close cooperation with the Global Shelter Advisers in Oslo

Contract period: 12 months

Salary/benefits: According to NRC’s general directions.

Duty station: NRC Middle East Regional Office (MERO) in Amman, Jordan

Travel: 50%

Approved health certificate will be requested before contract start
