NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Position:                                            Project Officer - Education 

Reports to:                                        Project Coordinator - Education

Supervision of:                                Teachers (3)

Duty station:                                    Gaziantep

Travel:                                               20%

Duration and type of contract:   11 months from February to December 2017

Role and responsibilities

              Generic responsibilities (max 10)

 

  1.  

    Ensure adherence with NRC policies, tools, handbooks and guidelines
  2. Implement delegated CC project portfolio according to plan of action
  3. Prepare and develop status reports as required by management
  4. Ensure proper filing of documents
  5. Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
  6. Promote and share ideas for technical improvement

 

Specific responsibilities

  • Support the local partner in project activities implementation providing timely feedback on activities and budget requests;
  • Liaise with relevant local authorities, namely the Ministry of National Education at provincial level;
  • Supports and provide capacity building to the teachers;
  • Advise on capacity building needs and opportunities for NRC staff, partner’s staff and outreach staff and provide training if needed;
  • Follow up on synergies implementation with other CCs and agencies in the implementation area
  • Follow up on assigned tasks relating to budget/procurement. 
  • Inform programme development in the implementation area, with feedback from Technical Education Assistant, Service Contract Staff and Teachers
  • Ensure task distribution for key processes/events, e.g. outreach, registration, exams, graduation
  • Develop weekly work and activity plans for site and follow up on assigned tasks to other staffs
  • Ensure outreach into the refugee communities in the area of operations;
  • Daily management of assistants, outreach staff and volunteers through weekly work and activity plans in coordination with the partner
  • Use NRC SoPs and provide guidance and support to Education Technical Assistance, outreach staff and volunteers.
  • Support NRC and local partner in CEP (Child Education Package), Better Learning Program (BLP) implementation and Turkish as second language acquisition. Supporting the finalization of ad hoc training in the above mentioned subjects;
  • Liaise whenever possible with colleagues, partners, and community members on the design and delivery of educational programmes;
  • Attends technical meetings on education including WGs as delegated by the project coordinator
  • Represent as delegated, with focus on programme design and content
  •  Prepares notes and undertakes follow-up action and coordination related to programme implementation and monitoring

     

  • Critical interfaces

    By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

    • Support teams, Finance, HR, Admin and Logistics

    • ICLA staff

    • M&E department

    • Others: Project coordinator

     

    Scale and scope of position

    Staff: s/he will supervise 3 teachers and work under the PC

    Stakeholders: UN Agencies and Donors at Field Level as delegated by project coordinator

    Budgets: Some activities budget as will be assigned by the project coordinator

  • Competencies

    •             Experience from working as a Project Officer in a humanitarian/recovery context

    •             Previous experience from working in complex and volatile contexts

    •             Documented results related to the position’s responsibilities

    •             Fluent in English and Turkish.

    Context/ Specific skills, knowledge and experience:

    • Proven experience in coordination with local partners;
    • Accurate, structured and precise;
    • Writing and reporting skills;
    • Knowledge of Arabic is an asset;
    • Good communication and social skills and the ability to work in a multicultural setting.
    • Qualification requirement: College/diploma degree equivalent
    • Experience in teaching Turkish as a second language is strongly preferred
    • Years of Experience: three within similar of equivalent positions
    • Knowledge of the actual working context
    • Experience working with refugee children is strongly preferred
