Officer, China Program

Based in Beijing, China, the Program Officer supports the China Country Representative in the delivery of programs in GGGI's China country portfolio.

GGGI is seeking a hard-worker with an entrepreneurial spirit who has experience working with China on multilateral climate change policy and programs.

The Program Officer focuses on analyzing and providing substantive inputs to support the development, delivery, monitoring and assessment of the programs in the portfolio; maintaining effective program reporting, quality assurance and communication internally and externally in line with GGGI corporate policies, standards and protocols. The position facilitates and ensures the effective delivery of operational functions and services in relation to the China country portfolio. 

The Program Officer also manages the teams communication strategy with Chinese Ministry stakeholders, including translating materials between English and Chinese, identifying and shaping communication strategy to specific audiecnes, and delivering communication-based activities measurably supporting GGGI's mission and goals in China.

The Program Officer also contributes to technical papers, analysis and strategies according to their areas of expertise and experience.

PURPOSE

  • Implement a specific part of a project, monitors budget, and seek strategic steer from manager/specialist/lead
  • Compile through research case studies and other illustrative materials which give practical guidance to project development
  • Support the development and implementation of one or multiple component(s)/workstream(s) within a country program and provides technical input to deliver a portfolio of services under the guidance of a supervisor

ENGAGEMENT

  • Acquire information/knowledge by participating in the assessment of program needs and resources to assist in programme design, development and implementation
  • Engage in stakeholder mapping and support facilitation of discussion between investors, government and various stakeholders.
  • Apply sufficient technical skills to acquire relevant information/knowledge from a variety of sources which are often difficult to access, in support of delivery of a good quality output.
  • Understand project methodologies and is able to provide a wide range of contributions in support of delivery of components/workstreams in the country program.

DELIVERY

  • The position understands the project cycle and is able to organize his/her analytical work to ensure that deliverables are provided in a timely manner to support subsequent work and consistent with the workplan and project cycle.
  • Assesses delivery issues and works with national counterparts to build common understanding and coordination on project activities.
  • This Program Officer also contributes to technical papers, analysis and strategies according to their areas of expertise and experience. Therefore, the candidate should have experience analyzing and developing academic papers and reports in areas specific to green growth, including for example, green cities, MRVs, renewable energy and energy efficiency technology and policy.

QUALIFICATIONS

  • This candidate should be native Mandarin speaker with excellent English fluency (both spoken and written). Should have at least 6 years of experience, and a masters degree in a relevant subject, including public policy, sustainability, engineering, green finance, etc. 
  • The candidate should be hard-working and comfortable with an entrepreneurial environment, who actively engages dynamism and change in expanding the China program.

FUNCTIONAL

  • The candidate should demonstrate strong project management skills, ideally, having delivered programmatic results with Chinese government counterparts at the implementation level, including programs with (for example) NDRC, MOFCOM, MFA and MEP.
  • The candidate would demonstrate experience working with China's government on South South cooperation or multilateral climate change policy/strategy.
  • Furthermore the candidate would have experience shaping and delivering communication strategies in Chinese with Chinese government audiences and stakeholders.
