Strategy and Administration Adviser - Head Office


The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

The Adviser is responsible for ensuring well-functioning administration of the External Relations Department.

Job description    

  • Budgeting and cost monitoring for all projects in the External Relations department
  • Responsible for internal fundraisin to department and monitor spending
  • Advise the Director on the department budgets
  • Main responsibility for the departmen't reporting
  • Facilitate the development of and monitor the implementation of External Relations strategies and Plans of Action
  • Implementation of framework, policies, and guidelines
  • Explore, initiate, and develop better systems, processes, methods and tools
  • Support function administration of department



  • Minimum 5 years of relevant work experience with administration work
  • minimum 3 years experience as controller or other capacity with cost control and budeting responsibility
  • experience within strategy and administration
  • Experience from working in complex and volatile contexts
  • Documented results related to the position's responsibilities
  • Ability to advice and guide at high strategic levels
  • Ability to handle analysis, statistics, assessments
  • Represent the department and NRC at high levels
  • Fluency in Norwegian and English, both written and verbal
