Under the overall authority of the Assistant Director-General for Natural Sciences (ADG/SC) and the direct supervision of the Director of the Division of Science Policy and Capacity Building (SC/PCB), the incumbent, as Chief of Section for Capacity Building in Science and Engineering, will be responsible for designing, leading and coordinating  the implementation of UNESCO’s work in the field of capacity development for research and education in  Science, Technology, Engineering and Mathematics (STEM). S/he will support the Member States in the implementation of strategies to increase science capacity including the use of science for sustainable development to implement the 2030 Agenda. In addition, the incumbent will be resposible for the overall managemennt of the Section and its staff.

 

More specifically, the incumbent will be expected to perform  the following duties\:

  • Provide intellectual leadership and guidance to the Section in order to develop, drive and ensure the delivery of the expected results approved by UNESCO’s governing bodies in the field of capacity development for research and education in STEM, and deliver expert advice and a comprehensive programme to Member States.
  • Contribute to the strengthening and extension of scientific networks and developing training opportunites for young scientists for the promotion of scientific capacity, in particular through UNESCO-affiliated Centers, Chairs and Institutes, and the International Basic Sciences Programme (IBSP).
  • Direct the design, implementation, monitoring and evaluation of work plans and regular and extra budgetary initiatives and activities, ensuring the continuous optimization of resources.
  • Oversee and manage international events in science and engineering, coordinate  publications and disseminate  guidelines and other policy and capacity development materials, documents and other technical products and information.
  • Facilitate dialogue across expertise and throughout networks, discussing emerging trends, application of best practices and exchanging ideas in the field of STEM and engineering.
  • Manage contributions to subject-specific knowledge bases, ensuring thorough dissemination and directing research/further analysis.
  • Actively network to create synergies, strengthen and identify key partnerships to obtain funding and increased visibility for the programme.
  • Establish and pursue alliances on cross–organizational  issues and develop working frameworks and systemic approaches to increase capacity.
  • Identify resource mobilization opportunities and secure  extrabudgetary resources for relevant programmatic and thematic areas of work.

Education

  • Advanced University degree (Master’s or equivalent degree) in the field of basic and/or engineering sciences. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • Minimum 10 years of progressively responsible relevant experience in the field of engineering, basic sciences, science and technology, of which at least 5 years acquired at the international level.
  • Proven experience in capacity building in science and technology. 
  • Experience in science and technology development.
  • Experience in research, teaching and/or training in STEM disciplines.
  • Proven experience in fund raising and resource mobilization.
  • Established publication record.
  • Proven experience in leading, managing and motivating teams and staff.

  • Strong conceptual, analytical and organizational skills.

  • Demonstrated leadership and supervisory ability, including the capacity to maintain effective working relations in a multicultural environment.
  • Proven ability to communicate, advocate, and negotiate with staff and stakeholders at all levels within and outside the Organization.
  • Capacity to build, develop and maintain partnerships and interact with a range of partners.                                                                                                                                     
  • Excellent oral and written communication skills, with proven ability to provide high quality presentations, documents and reports.
  • Good IT skills including knowledge of office software.

Languages

  • Excellent/very good knowledge of English and/or French and good/fair knowledge of the other language.

Education

  • Ph.D. or equivalent degree in the field of science, technology, engineering, physics, or the basic sciences.

Work Experience

  • High level university teaching experience and/or service, including in developing countries.
  • Experience within government or the private sector in the field of engineering.
  • Experience with specialized agencies of the UN system and/or professional NGOs and /or organizations for international technical cooperation.

Skills/Competencies

  • Familiarity with the work and general functioning of international organizations and/or the UN system.

Languages

  • Knowledge of other official UNESCO languages (Arabic, Chinese, Russian, Spanish).
