International Consultant: Construction Engineer (Kramatorsk, Ukraine)

 

  1. Purpose of Contract:

To provide technical assistance for "Towards Greater Social Cohesion and Integration of IDPs in Eastern Ukraine", which includes the partial rehabilitation to up to 200  kindergartens and 30 playgrounds within the government-controlled areas of Donetsk and Luhansk Oblasts as well as the Oblasts of Kharkiv, Dnipropetrovsk and Zaporizhzhia.

     2. Objective of the Contract with expected results/outcome/products/sub products/outputs:

  • Full and appropriate implementation of the project activities;
  • Project results, experiences, lessons learned and best practices are recorded and disseminated at the national and regional levels;
  • Project reporting, quality control and closure activities completed.

     3. Deliverables based on the work plan (to be approved by the respective Officer - title to be indicated):

  • Provide support to fulfill technical requirements (site assessment, design/drawing development, BoQ calculation, declaration and government endorsement)
  • Provide technical backstopping for planning, tendering, contracting and procurement plans and identification of design companies/LTA for construction services
  • Review and approve recommended contractor's work schedule, detail designs, BoQs and  estimates
  • Provide monitoring of ongoing construction/repair works spread over five oblasts (up to 200 kindergartens), follow up on all recommendations to address the bottlenecks and ensure timely and quality results achievements
  • Ensure quality assurance processes in place for effective and efficient construction/repairs conforming to value for money principles
  • Establish regular meetings and processes with local consultant engineers and implementing partners
  • Supervise and coach as necessary to local consultant engineers for daily construction supervision, monitoring, quality assurance and to follow work schedule
  • Coordinate with design companies and implementing partners/contractors for respective technical assignment and to manage construction/repairs work at every kindergarten sites
  • Prepare weekly and monthly reports on status of progress and constraints being faced in the construction process and recommendations to address these
  • Issue completion certificates (Partial, Substantial and Final) and recommendation for the payment disbursement
  • Ensure construction activities are in line with timeline and government/UNICEF acceptable quality following the national/regional government construction regulations
  • Contribute to donor reporting and project completion report and summary report to close out HQ provided open BLPA (Blanket Local Procurement Authorization)

     4. Details of how the work should be delivered:

  • Full and appropriate implementation of the project activities;
  • Project results, experiences, lessons learned and best practices are recorded and disseminated at the national and regional levels;
  • Project reporting, quality control and closure activities completed.

    5. Performance indicators for evaluation of results:

  • Work plan for the project is fully and timely implemented;
  • Component funds delivery reached 100%;
  • Project activities are carried out in strict accordance with contract specifications and UNICEF rules and procedures
  • Construction timeliness are met,
  • Quality control of Construction is done,
  • Conformance to specifications done,
  • Financial control with an emphasis on clear and open financial reporting.

    6. Payments schedule:

Installments will be made upon timely submission of deliverables listed here below on 17 March, 14 April, 12 May, 16 June and 14 July and 11 August.

  1. List of coordination meeting with implementing and QA partners held and meeting minutes submitted
  2. Monthly plan and weekly progress reports
  3. Monthly report illustrating following achievements;
  • # of field visits conducted and trip reports provided
  • # of technical documents drafted and evaluated; BoQs, design, tenders, reports etc.
  • # of completion certificates issued and payment disbursement recommended
  • # of technical backstopping provided

    7. Qualifications/specialized knowledge/experience required to complete the task:

EDUCATION

Bachelor degree in Civil Engineering/Architecture, Project Management, Economics or other relevant field; Master Degree  will be considered as an advantage;

WORK EXPERIENCE

  • At least 5 years of relevant working experience in the field of community-based infrastructures; desirably additional 3 years of experience in designing and managing civil engineering rehabilitation projects;
  • Demonstrate strong understanding of Contracts or Logistics and Project Management and provide suitable references from previous employers.
  • Experience of working with relevant stakeholders from the governmental and non-governmental institutions involved into IDPs and recovery issues at the national and sub-national levels;

LANGUAGE PROFICIENCY

  • Fluency in English.
  • Knowledge in Russian/Ukrainian is an advantage, but is not mandatory.

   8. Definition of supervision arrangements:

International engineer will be supervised by Head of Kramatorsk Office, but will be working in close cooperation with Education Officer, responsible for the construction project in Kyiv office.

  9. Description of official travel involved:

International engineer will have to conduct monitoring trips - at least one time per month to each of project's oblast to monitor construction stage and manage the process together with local engineers:

  • Donetsk oblast – 2-3 days (duty station region)
  • Luhansk oblast – 2-3 days
  • Dnipropetrovsk oblast – 2-3 days
  • Kharkiv oblast – 2-3 days
  • Zaporizhzia oblast – 2-3 days
  • Kyiv, UNICEF central office – 2 days to finalise tenders and proceed the contracts
  1. UNICEF recourse in the case of unsatisfactory performance:

Cessation of the agreement. In the event of unsatisfactory performance, UNICEF reserves the right to terminate the Agreement. In case of partially satisfactory performance, such as serious delays causing the negative impact on meeting the programme objectives, low quality or insufficient depth and/or scope of the assessment completion, UNICEF is entitled to decrease the payment by the range from 30 to 50%.

    11. Support provided by UNICEF:

Support will be provided by Kramatorsk FO as well as Education Officer in Kyiv.
