1.         Organizational context

 

The post is located in the Office of the Director General (ODG). The ODG supports the Director General so as to enable him to fulfill his functions smoothly and effectively.   

 

The Associate Program Support Officer supports and contributes to the objectives of the External Offices Coordination Unit.

 

The incumbent works under the supervision of a Senior Advisor in the ODG, reporting to the Assistant Director General and Chief of Staff.

  

 

 

2.         Duties and responsibilities

 

The incumbent will perform the following principal duties\:

 

(a)      Support the overall coordination and enhancement of the coherence of the functioning of WIPO’s network of External Offices by analyzing policy, reporting and administrative settings, processes and procedures, and by providing recommendations for their improvement and streamlining.

 

(b)      Contribute to the ongoing process being conducted by Member States to expand the network of External Offices by providing data and information required in establishing any new External Offices and associated policy and administrative arrangements.

 

(c)      Support communications between External Offices and Headquarters by\: organizing regular video conferences with External Offices; drafting update reports; and liaising with Sectors and areas in Headquarters on behalf of External Offices.

 

(d)      Provide specialist administrative support to those External Offices supervised by the Chief of Staff in Singapore and Brazil.

 

(e)      Provide support to the Assistant Director General and Chief of Staff as required;

 

(f)       Monitor the implementation of the Workplans of the External Offices, particularly the offices in Singapore and Brazil.

 

(g)      Monitor and coordinate the submissions of External Offices concerning the Program and Budget, the Program Performance Report and other regular programmatic reporting and provide feedback with respect to narrative and statistical inputs.

 

(h)      Perform other related duties as required.

 

 

3.         Requirements

 

Education

       Essential

       First level university degree in law, international relations, public administration, or other relevant field.

      

Experience

       Essential

       At least three year’s experience including in the area of the coordination of programs.

       Desirable

       Experience working with the United Nations and/or in an Executive Office would be desirable.

 

Languages

       Essential

       Excellent (written and spoken) knowledge of English.

       Desirable

       Knowledge of French or other official UN languages.

Excellent drafting skills.

5.         Information

 

Mobility\:  Candidates appointed to an international position with WIPO are subject to mobility and may be assigned to any activity or duty station of the Organization throughout the world.

 

Annual salary\:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.  The figures quoted below are based on the February 2017 rate of 80.7%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Additional Information

 

Initial period of two years, renewable, subject to satisfactory performance.  No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.

 

This vacancy announcement may be used to fill other posts at the same grade with similar functions in accordance with Staff Rule 4.9.5.
