Senior Proposal Manager

The Senior Proposal Manager works with the New Program Development team together with Jhpiego’s technical and program staff in Baltimore and in field offices to pursue funding from foundations, corporations, and other sources to support Jhpiego’s work. The Senior Manager ensures well organized, cogent and timely pursuit of relevant partnerships and funding opportunities, with an emphasis on private sector and foundation partnerships.

The Senior Manager identifies, cultivate and pursues complex leads and proposal opportunities. He/She participates in all aspects of donor relations and stewardship, including:

  • prospect research

  • qualification of opportunities

  • proposal development and proposal team management

  • program design support and writing

  • ensuring successful transition of new programs to program and technical colleagues

  • supporting successful and effective donor relations post-win

The Senior Manager must be an excellent communicator – face-to-face, via phone, and in writing. Relationship management skills are paramount for this position; ability to read a situation and act appropriately, including “connecting the dots” is critical. The Senior Manager regularly communicates with current and prospective donors and partners, Jhpiego’s field staff, and other internal and external stakeholders about the pursuit of new business opportunities, and corporate and foundation-funded opportunities in particular. The Senior Manager is responsible for documenting, tracking and reporting on his or her activities; familiarity with customer relationship management (CRM) software is a plus. The Senior Manager is a key member of the Corporate and Foundations Partnerships team, reporting to the Director of Corporate and Foundations Partnerships.


  • Collaborate with the Director of Corporate and Foundations Partnerships and other NPD team members to develop vision and strategy for the NPD unit

  • Identify, track and pursue potential foundation and private sector-funded opportunities that are consistent with Jhpiego’s competencies:

  • Facilitate bid and no-bid decisions

  • Manage complex prime proposals and sub proposals

  • Facilitate program design discussions and coordinate and/or manage proposal development, including forming proposal teams, developing their roles and responsibilities, developing clear writing outlines, proposal calendars and liaising with partners

  • As appropriate, draft proposal content

  • Play key role facilitating and writing win strategies

  • Collect, analyze and present information about donors, partners, and competitors to quality opportunities

  • Analyze technical, business, and human risk of pursuing potential proposal opportunities and make recommendations on bid decisions accordingly

  • Maintain accurate and updated information in database and electronic libraries

  • Serve as team member on multiple proposals concurrently, supporting any aspect required.

  • When needed, work with HR to recruit and identify technical and management staff to support proposals

  • Manage, and in some cases lead, interactions with donors and key stakeholders, and document them accordingly

  • Develop and nurture strong team working relationships – across a multitude of teams at Jhpiego and externally

  • Support development and implementation of guidance, tools and processes to constantly improve the effectiveness of Jhpiego’s NPD unit

  • Support internal staff education and engagement efforts to ensure that Jhpiego’s NPD efforts are effective

  • Analyze and manage feedback from internal stakeholders about proposal preparation process

  • Communicate with donors, Jhpiego’s field staff, and other internal and external stakeholders about the pursuit of new business opportunities, and foundation-funded opportunities in particular

  • Synthesize and edit proposal inputs, prepare final submission and effectively transition awarded projects for implementation.

  • Ensure every proposal responds to donor needs and interests and matches Jhpiego’s capabilities

  • Draft, route and track sensitive contractual documents, as required

  • As member of New Program Development team, participate on departmental teams and special initiatives

  • Motivate and mentor assigned staff

  • Ensure timely completion and submission of performance appraisals for all staff supervised and assist with identification of professional development needs for those staff

  • Contribute to NPD staff orientation and updates in areas of technical expertise

  • Develop and maintain excellent professional relationships with colleagues, counterparts, and donors worldwide

  • Maintain knowledge management/knowledge sharing practices including timely and relevant knowledge-sharing through available mechanisms

  • Identify proposal successes, challenges and lessons learned, and ensure appropriate flow of information across the organization

  • In collaboration with the Global Engagement and Communications Office, draft donor partnership-specific content for dissemination (e.g. via social media)

  • Promote and support team’s knowledge management and sharing efforts, including uploading documents onto Jhpiego knowledge management sites (e.g., team sites, MyJhpiego) and external sites and partners

Required qualifications

  • Advanced degree in public health or related field

  • 7+ years combined proposal/grant development and program management implementation experience in international public health

  • 2+ years of experience working on proposals, including technical writing and editing, partnering, recruiting and budgeting

  • In depth understanding of international and US donor agencies that support global public health, including foundations and corporations

  • Understanding of global health priorities and development approaches

  • Strong program design experience and skills, with a focus on results

  • Experience managing a team and motivating team members

  • Excellent verbal, written and presentation skills, including the ability to effectively describe technical/clinical project activities and impact to non-technical audiences

  • Excellent interpersonal skills

  • Ability to coach, mentor and develop capacity of junior-level proposal staff

  • Ability to self-manage in a complex environment prioritizing multiple projects/tasks, short deadlines, competing deadlines with intense pressure to perform

  • Ability to interact with established networks of senior level international health professionals, donors, foundations and other partners

  • Appreciation for socio-cultural differences in countries, preferably having lived and worked in one or more low resource settings

  • Awareness of, sensitivity to, and experience in working in multiple socio-economic settings and with multi-cultural staff and groups

  • Proficient in MS Office and able to conduct thorough online research

  • Ability to travel independently primarily to developing countries, as needed

Preferred qualifications

  • Familiarity with customer relationship management (CRM) software

  • Fluency in a second language (French or Portuguese)

  • Worked and/or lived in a low-resource, developing country implementing health programs

  • Experience with innovation in public health program design
