Background information

Established in December 1950, the Office of the United Nations High Commissioner for Refugees (UNHCR) is mandated to lead and coordinate international action to protect and assist refugees and other persons of concern.

In the UK, UNHCR provides guidance on refugee and statelessness law and policy to the UK government, legal practitioners, non-governmental organizations and others. We are involved in coordinating UNHCR’s engagement with the Home Office to deliver protection to persons of concern through multiple resettlement programmes including, the Vulnerable Persons Resettlement Scheme for Syrian Refugees, the Vulnerable Children at Risk Scheme, the Gateway Protection Programme and the Mandate Resettlement Scheme. The Office is also focused on working with the UK authorities to strengthen the integration of refugees in the UK. The Office’s work includes intervening in court proceedings, which are precedent-setting for the international protection of refugees, engagement with parliamentary bodies, including with respect to the development of legislation affecting persons of concern to UNHCR, and providing training on a range of issues to those working with asylum-seekers, refugees and stateless persons.

Job Description

The successful candidate will be expected to:

 Provide advice on protection issues to persons of concern; liaise with competent authorities to ensure the issuance of personal and other relevant documentation; coordinate UNHCR’s response to individual case queries raised by persons of concern and the UK authorities.
 Monitor and, where necessary, support the development of Standard Operating Procedures for relevant protection/solutions activities.
 Support and help coordinate – including between UNHCR colleagues in countries of first asylum, UNHCR Headquarters and the UK government – the implementation of the UK’s resettlement programmes.
 Contribute to the strengthening of the integration framework for refugees in the UK through research, coordination and advocacy with the UK authorities.
 Contribute to the strengthening of family reunification through advocacy and coordinating UNHCR’s support to operational and implementing partners.
 Prepare and coordinate UNHCR comments on UK cases in which cancellation, cessation or revocation of refugee status is proposed.
 Monitor and address issues relating to the UK Home Office’s activities concerning the return of persons of concern to their countries of origin.
 Contribute to the design, implementation and evaluation of protection related AGD based programming with implementing and operational partners.
 Contribute to a country-level child protection plan as part of the protection strategy.
 Contribute to effective information management through the provision of disaggregated data on populations of concern and their problems.
 Participate in initiatives to capacitate authorities, relevant institutions and NGOs to strengthen national protection-related legislation and procedures.
 Provide comments on existing and draft legislation related to persons of concern; contribute to the preparation of UNHCR comments to parliamentary, government and other inquiries pertaining to the protection of persons of concern to UNHCR.
 Contribute to measures to identify, prevent and reduce statelessness.
 Provide other protection-related support as required.

Key competencies

 Excellent legal research, analytical and drafting skills;
 Strong oral communication and advocacy skills;
 Excellent knowledge of English, working knowledge of another UN language is an asset;
 Strong knowledge of legal standards on refugee protection;
 Knowledge of legal standards on statelessness is an asset.

Expected profile

 Education: Completion of secondary school. Additional certificate/training in International Law, Political Science or related field is required.
 Work experience: At least six years of related professional experience, and preferably including some experience with the UK asylum procedure. UNHCR experience is also desirable.

Salary: starting from £31,108 (Income Tax-free - subjected to National Insurance contributions ONLY) depending on experience.
