Associate PSP Officer (Malaysia)

ORGANIZATIONAL CONTEXT

The Associate Private Sector Partnership (PSP) Officer will closely work with the Global and Regional PSP Units and with the Representative of the Malaysia Branch Office. This position is the key pivot for the development of private sector fundraising for UNHCR in Malaysia. 

Within the context of a growing fundraising market, the aim of the position is to develop private sector fundraising activity in order to maximise income from a growing base of engaged Malaysian donors. The scope covers responsibility for creating and managing the PSP strategy, plans and budgets across individual giving, leadership giving (corporate/foundation/major donors), donor retention and communication with various PSP partners such as suppliers and celebrities.

In Malaysia, where the giving culture is well established, mainly from individuals, and refugee issues have historically been sensitive, the external focus of the position is key to the positive development in the awareness and importance of refugee issues. This requires a mature, seasoned and analytical approach.

The position will be line managed by the Representative, will functionally report to the Senior PSP Officer (Asia and Pacific) for all fundraising matters and is expected to work closely with the Associate External Relations Officer for all PI related matters.

The position is responsible for the management and oversight of all PSP related suppliers such as external fundraising agencies. As private sector income grows, the position would also be responsible for the development and management of a PSP team.

FUNCTIONAL STATEMENT

Accountability
- PSP has sufficient support from the country operation for its global fundraising activities.
- The Annual giving income target is achieved according to agreed annual budget and plan.
- The Annual expenditure is under control according to agreed annual budget.

Responsibility
- Contribute to the development and implementation of a strategic plan for Private Sector Partnership in Malaysia, building on the progress made in the past years and reflecting both the country advocacy strategies and the global PSP strategies.
- Effectively lead the country PSP team to substantially increase the funds raised in Malaysia for UNHCR from a variety of private donors.
- Oversee all the individual giving programs which include the face-to-face fundraising, digital and any new channels identified for testing and manage the relationship of any necessary suppliers linked to these programmes.
- Develop and/or oversee cordial relations with relevant leadership giving donors (corporate/foundations/major donors) in order to seek their increased financial and moral support for UNHCR.
- Oversee the maintenance and improvement of the donor database, in which financial supporter's private information and donation history are saved.
- In consultation with the Associate External Relations Officer, oversee the development, maintenance, updating and enhancement of all the fundraising communication messages and materials for print and online outlets in order to maximize the loyalty of UNHCR donors.
- In close consultation with the Associate External Relations Officer, ensure consistent communications and branding to all external audiences.
- Manage and/or oversee the PSP budget, expenditure, and human resources (UNHCR internal and affiliated staff through UNOPS).
- Ensure the submission of regular reports to the relevant internal recipients inside UNHCR (country, regional and HQ level).
- Ensure the compliance with the relevant domestic law related to fundraising practice, fundraising licencing and data protection
- Perform any other related duties that may be required.

Authority
- Develop the annual PSP budget and plan.
- Promote and develop innovation into projects.
- Lead, manage and encourage staff to seek out permanent improvements to the fundraising programs.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED
- University degree in Marketing, International Relations, Journalism, Communications, Political/Social Sciences or related field.
- Minimum 4 years of professional experience in Private Sector Fundraising, Public/External Relations or Media, with exposure to the international environment.
- Current market knowledge of private sector fundraising in Malaysia.
- Proven planning and budgeting experience.
- Excellent skills in writing, translation and communication.
- Fluency in Bahasa Malaysian and English (written and spoken).

DESIRABLE QUALIFICATIONS & COMPETENCIES
- Excellent presentation skills in Bahasa Malaysian and English.
- Proven ability to meet fundraising targets.
- Expertise and up-to-date knowledge in existing and new PSP techniques such as direct marketing or direct response fundraising, telemarketing, monthly donor programmes such as face-to-face, mass appeals, digital fundraising and emergency fundraising.
- Major Donor Fundraising and corporate fundraising experience.
- Good computer skills are an asset for overseeing the development of proposals and reports to corporate and other donors and for carrying out reporting and analysis needs.
- Familiarity with the UN in general and a good knowledge of UNHCR operations both at Headquarters and in the Field.
- Ability to work independently and to exercise good judgement is valuable for this position, which requires a certain level of maturity, sensitivity and leadership by example.
- Knowledge of refugee issues and of UNHCR or another human rights-oriented agency.
- Knowledge of other UN languages.
