Field Officer (CCCM)

ORGANIZATIONAL CONTEXT
The Field Officer (CCCM) is a focal point for UNHCR¿s Camp Coordination & Camp Management (CCCM) activities in South Sudan and reports to the Snr Programme Officer.   The incumbent has direct supervisory responsibility of the CCCM staff and supports the office strategy of enhancement of IDP response program through an integrated approach in the sectors of CCCM, Protection and NFI/Shelter through working closely with Protection, Programme and field based staff to ensures that the implementation of the CCCM component of this unified arrangement is in line with UNHCR¿s operational standards, practices and the CCCM cluster strategy. 

The incumbent is based in Juba with responsibility to undertake missions to all areas where the office¿s integrated IDP interventions are taking place making direct contact with the target population to assess needs and to monitor the response while staying abreast of challenges and opportunities posed by the local political, economic and socio-cultural context impacting on project implementation.  He/she represents UNHCR at inter-agency coordination forums as appropriate.

The Field Officer (CCCM) assists in the design and preparation of the Office CCCM interventions, in particular by ensuring that it is based on consultations and actual needs of affected population. To achieve this, the incumbent will aim at strengthening Implementing Partners¿ and other stake holders¿ capacity, including local authorities, in CCCM principles, approaches, operational standards and tools.   

FUNCTIONAL STATEMENT
Accountability
- The CCCM needs of populations of concern are met through timely and effective implementation of agreed CCCM projects in line with the application of relevant UN/UNHCR protection standards and IASC principles.
- Effective and timely support is provided to the formulation of a clear and coherent protection strategy, which incorporates a thorough age, gender and diversity (AGD) analysis and reflects the Organization¿s global, regional, and country level priorities as well as the CCCM cluster strategies.
- The Participation of persons of concern is assured through continuous assessment and evaluation using participatory, rights and community based approaches.

Responsibility
- Conduct regular on-site monitoring and provision of guidance and support to partners on the implementation of UNHCR¿s CCCM activities and provide monitoring reports including recommendations.
- Participate in inter-agency coordination fora at national level to ascertain complementary opportunities, strategic partnership and ensure the recognition of UNHCR CCCM interventions.
- Facilitate project site-level registration and information management to ensure availability of disaggregated data with particular focus on gender, age and diversity dimensions so as to support the promotion of a community-based approach in programming and delivery of assistance. Promote a gender sensitive inclusion and participation of affected population in UNHCR CCCM projects including community mobilization activities with particular emphasis on women¿s decision-making role and the active participation of persons with specific needs.
- Enhance the existence of effective leadership structures, complaints/referral mechanisms in project sites to increase accountability to affected population and facilitate the effective and targeted delivery and monitoring of services.
- Organize evaluations of UNHCR¿s CCCM interventions in order to allow for informed revisions of operational priorities including phase out strategies.
- Represent UNHCR in joint field assessment missions such as the OCHA organized IRNAs among others with particular attention to areas where UNHCR¿s CCCM intervention can add value and make recommendations to the office on potential prompt response.
- Perform any other related duties as required.

Authority
- Endorse CCCM related documents for submission to senior management.
- Convene and chair CCCM Implementing Partners meetings. 
- Enforce, among IPs, compliance with UNHCR¿s operational standards and practices and the CCCM cluster strategies.
- Negotiate with local counterparts, partners and affected population.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED
- University degree in Political Social Science, Economics, International Relations, Business Administration, or related fields.
- At least 8 years (6 years with advanced university degree) of  relevant experience including 5 years in different international organizations (e.g. UN agencies, INGOs, Red Cross or Red Crescent).
- Strong negotiation and interpersonal skills supplemented by good knowledge of the Humanitarian reform process and the role of the humanitarian community preferably in Camp Coordination and Camp Management.
- Good knowledge of CCCM and protection technical guidelines and standards; previous work experience where the IASC¿s Cluster approach is implemented would be an advantage.
- Excellent knowledge of English and working knowledge of another UN language.

DESIRABLE QUALIFICATIONS & COMPETENCIES.

- Camp Management Training.
- Applied knowledge in UNHCR mandate, its policies and priorities in relation to IDPs and CCCM.
- Demonstrated expertise in program management and reporting requirements.
