Background:

NRC is operating in Iraq since 2010 to respond to the needs of the most vulnerable people affected by on-going conflict in the region. It has its country office in Erbil, KR-I and has area offices in Baghdad, Dohuk, Erbil and Kirkuk. 

NRC national program strategy for 2016 takes a whole of Iraq approach focusing on CCCM, WASH, Shelter, Education, Emergency Cash modalities, housing and land property (HLP) and Information Counselling and Legal Assistance (ICLA). In 2016, NRC will continue to consolidate operations in the Kurdistan Region of Iraq (KR-I) by providing care and maintenance facilities in IDPs camps, strengthening the relevant government authorities and building systems more at community levels as opposed to household level for successful exit, while also considerably scaling up operations in the South-Central regions of Iraq (with focus on the Anbar and Baghdad Governorates). A further priority will be to reach populations in harder to access areas through working with implementing national partners, established community network contacts and UN-led Rapid Response Mechanisms (RRM). Target caseload will be people affected by displacement including IDPs in camps, IDPs outside of camps, host communities, returnees and refugees. 

Overview:

The Camp Management Coordinator is a Coordinator-level position in NRC and part of the Camps Coordination and Camps Management Department. The Camp Management Coordinator will be directly involved in the implementation and supervision of camp management and coordination activities with the aim to improve service coordination and management of IDP camps. The Position-holder supports and builds the capacity of national camp management actors. Camp Management Coordinator`s responsibilities include management of the CCM team and ensuring adherence to project work plan.

The Camp Management Coordinator will primarily be responsible for managing the Camp Management Officers and Assistants. In addition, the Coordinator will be managing relations with local authorities and community leaders.

The Camp Management Coordinator will be reporting to Camp Management Project Manager.

Ideal Candidate Profile:

A university graduate in relevant field with at least 4 years of experience in camp management and from working as a Project Coordinator in humanitarian and recover/context. The candidate ideally should have previous experience from working in complex and volatile contexts. The candidate should have documented results related to the position responsibilities. Fluency in spoken written Kurdish, Arabic and English. Knowledge of humanitarian principles and code of conduct.

.Key Job Tasks and Responsibilities:

  • Ensure adherence with NRC policies, tools, handbooks and guidelines as well Government rules and regulations.
  • Ensure that activities are carried out in accordance with the allocated budget.
  • Contribute to Site Management strategy development, concept notes, project proposals, and budgets and provide input on needs and gaps.
  • Manage and implement delegated portfolio of projects (activities, budget, plan of Action, and project documentation) as delegated from Project Manager in line with proposals, objectives, strategies and donor requirements while ensuring high technical quality.
  • Provide regular progress reports to Project Manager (Area Manager and Specialist if no PM) and input into Donor reports as requested.
  • Assist Project Manager in the development of data management tools and Standard Operating Procedures and ensure proper filing of documents in both hard and soft copies.
  • Assist Project Manager in the development of work plans for project activities and ensure that work plans are adhered to throughout implementation.
  • Under the supervision of the Project Manager, represent NRC in meetings at site level and vis-à-vis other site-based actors, such as the authorities and other partner organizations.
  • Under the guidance of the Project Manager and in coordination with the Monitoring &Evaluation department, take the lead on assessments and pro-actively contribute to the design of assessment tools and methodologies.
  • In consultation with the Project Manager, take the lead on designing and implementing a community mobilization strategy at site level, including the setup of
  • In consultation with the concerned actors, pro-actively design appropriate tools and strategies to inform the site population on issues relevant for to access to services in the site.
  • Under the supervision of the Project Manager, liaise with other relevant departments and follow up on financial/logistical arrangements for the implementation of infrastructure interventions in the sites.
  • Support the Project Manager and Camp Management specialist in the identification of learning needs of NRC’s camp management staff and other relevant stakeholders who might be in need of camp management specific training.
  • In consultation with the Project Manager, contribute to the development of material for training NRC staff and relevant stakeholders at camp level.

 

Qualifications:

  • Strong communication, interpersonal, analytical and negotiation skills.

  • Strong experience in planning, design, management and implementation of emergency shelters in Iraq, including distributions and assessments.

  • Ability to work under pressure, independently and with limited supervision.

  • Documented results related to the position’s responsibilities.

  • Remarkable leadership skills and ability to organize team work efficiently and effectively.
  • Outstanding external representation skills.
  • Diplomatic and respectful communication with various actors and stakeholders, including refugee communities, government officials, volunteer groups and other NGO staff.
  • Proven experience in capacity building and staff training.
  • Political and cultural awareness, as well as good understanding of the IDP crisis in Iraq and traditional humanitarian coordination mechanisms.
  • Proven ability to engage with displaced populations and effectively handle inter-communal dynamics.
  • Good knowledge of data collection techniques and Standard Operating Procedures for registration and distribution. Knowledge of Kobo Collect and Kobo Toolbox is an asset.
  • Familiarity with MS Office package (word, excel, powerpoint, etc.)
  • Highest standards of ethics and integrity

 

The post will be for (6) months contract duration (with possible extension).

Salary/benefits: 3,374,200 IQD gross salary with health insurance.
