Accountability Officer

Aim:
 The Accountability Officer will be responsible for ensuring the Complaints Handling Mechanism is in place across DRC projects. S/he will be responsible to fulfil requirements under the HAP (Humanitarian Accountability Partnership) standards especially in regards to information sharing, beneficiaries' participation, complaints and response mechanism and accountability in monitoring and evaluation. 
 
 
Duty station: Erbil with frequent travel to Ninewa and Kirkuk. 
 
 
 
Reporting lines:
  • Reports to: Senior MEAL Officer, Erbil
  • Subordinates: N/A. 
 
 
 
Responsibilities: 
Establish a sustainable Complaint Handling Mechanism 
  • Establish a Complaint Handling Mechanism in each project which ensures all beneficiaries cam make confidential complaints and be confident in response processes;
  • Be the first point of contact for beneficary complaints;  
  • Establish mechanism based on the highest integrity which beneficiaries will trust;  
  • Ensure that al beneficiaries can safely access the Complaint Handling Mechanism;
  • Monitor complaints received and response (follow-up) proceses through developing and maintaining a tracking mechanism;
  • Adapt and improve the Complaint Handling Mechanism based on monitoring of its effectiveness;
  • Remembering confidentiality in all step of the process;
  • With the Head of Office and Senior MEAL Officer, analyse patterns and trends in complaints to help improve the programming.

  • Any other duties as may be assigned by the Line Manager;
  • Conduct duties in accordance with DRC Iraq programme Standard Operating Procedures (SOPs);
  • Conduct duties in accordance with DRC Code of Conduct. 
 
 
Essential attributes: 
a) Essential qualifications:  
  • Relevant university degree or similar education in Social Work, Protection or other related field.   
 
b) Essential experience: 
  • Minimum of 2 years programming experience in humanitarian and development context, preferably with a specific focus on Accountability, Protection, Monitoring and Evaluation.  
  • Competence using information technology including experience with word-processing, spreadsheets and database software.
  • Highly developed analytical and reporting skills.  
  • Excellent communication skills (reading, writing, speaking).  
  • High integrity and willingness to conduct her/himself transparently and open to scrutiny.
  • Strong empathy skills and genuine care and respect for needs of others especially female refugees and people with special needs.
  • Ability to respect and maintain confidentiality.
  • Ability to write reports and communication pieces.  
  • Spoken and written Kurdish, Arabic and English are essential.
  • Excellent organizational skills, ability to determine priorities and attention to detail a must.
  • Demonstrated interpersonal skills, sound judgment, planning and team building and facilitating skills. Ability to work in a multicultural context as a flexible and respectful team player.
  • Willingness and capacity to work in the field and travel frequently to project sites when needed. 
 
 
Preferred attributes:
a) Preferred qualifications: 
  • Advanced university degree would be an advantage. 
 
b) Preferred experience: 
  • Experience of working with UN or Non-Governmental Organisations.
  • Proven experience in development of Accountability systems and tools for an INGOs.  
  • Experience in training and capacity-building of staff.  
  • Commitment to humanitarian principles and values.  
  • Understanding of gender, protection and human rights.
