Background:

NRC national program strategy for 2016 takes a whole of Iraq approach focusing on CCCM, WASH, Shelter, Education, Emergency Cash modalities, housing and land property (HLP) and Information Counselling and Legal Assistance (ICLA). In 2016, NRC will continue to consolidate operations in the Kurdistan Region of Iraq (KR-I) by providing care and maintenance facilities in IDPs camps, strengthening the relevant government authorities and building systems more at community levels as opposed to household level for successful exit, while also considerably scaling up operations in the South-Central regions of Iraq (with focus on the Anbar and Baghdad Governorates). A further priority will be to reach populations in harder to access areas through working with implementing national partners, established community network contacts and UN-led Rapid Response Mechanisms (RRM). Target caseload will be people affected by displacement including IDPs in camps, IDPs outside of camps, host communities, returnees and refugees.

Overview:

The purpose of the Monitoring & Evaluation Officer position is to support the Programs to implement the projects effectively. The NRC Iraq mission seeks to strengthen M&E systems that will enable improvement of internal management, program/project performance and evidence-based decision-making. Within this context, the M&E Officer will provide technical support to the Erbil Area mission pertaining to M&E under the supervision of Line Manager.

The M&E Officer will be reporting to M&E Coordinator / Technical M&E Officer / Area Manager.

Ideal Candidate Profile:

A university graduate in relevant field, preferably in social science, economics, rural development .At least 1-2 years of experience in an international NGO preferably in an emergency or post-conflict setting, including M&E capacity and systems development. Having experience from working in the field of Monitoring, Evaluation in humanitarian and recover/context. The candidate should have documented results related to the position responsibilities.

 Fluency in spoken, written Kurdish, Arabic and English. Knowledge of humanitarian principles and code of conduct.

Key Job Tasks and Responsibilities:

  • Coordinate process to establish and/or standardize program level M&E systems
  • Support in developing data collection methodology and tools, and in actual data collection, as needed
  • Support and contribute to the development of a data management system through documentation, implementation and coordination of standardizes information flow of M&E activities and reporting
  • Conduct field monitoring and verification of implemented projects as needed
  • Capacity building and training of program staff on M&E technical and conceptual areas, as needed
  • Support in developing data collection methodology and tools, and in actual data collection, as needed
  • Support in data management and development of clear information flow between program and M&E staff
  • Conduct qualitative and quantitative field monitoring and verification of project implementation
  • Ensure that monitoring data are reported on a timely manner to relevant program and managerial staff

Qualifications

  • Experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and/or development programs, using both quantitative and qualitative methods
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Computer skills, including MS Office (Word, Excel, PowerPoint)
  • Ability to work under pressure, independently and with limited supervision
  • Ability to meet deadlines in multiple tasking environments
  • Ability to engage and motivate staff in a challenging program area

 

The post will be for (10) months contract duration (with possible extension).

Salary/benefits: 2,535,366 IQD gross salary with health insurance.
