Background:

NRC is operating in Iraq since 2010 to respond to the needs of the most vulnerable people affected by on-going conflict in the region. It has its country office in Erbil, KR-I and has area offices in Baghdad, Dohuk, Erbil and Kirkuk. 

NRC national program strategy for 2016 takes a whole of Iraq approach focusing on CCCM, WASH, Shelter, Education, Emergency Cash modalities, housing and land property (HLP) and Information Counselling and Legal Assistance (ICLA). In 2016, NRC will continue to consolidate operations in the Kurdistan Region of Iraq (KR-I) by providing care and maintenance facilities in IDPs camps, strengthening the relevant government authorities and building systems more at community levels as opposed to household level for successful exit, while also considerably scaling up operations in the South-Central regions of Iraq (with focus on the Anbar and Baghdad Governorates). A further priority will be to reach populations in harder to access areas through working with implementing national partners, established community network contacts and UN-led Rapid Response Mechanisms (RRM). Target caseload will be people affected by displacement including IDPs in camps, IDPs outside of camps, host communities, returnees and refugees.

Overview:

The purpose of the Shelter Assistant – Technical position is to assist in the day-to-day implementation of the Shelter projects in Erbil. The Shelter Assistant- Technical reports to Shelter Officer –Technical.

 

Ideal Candidate Profile:

A university graduate in relevant field, preferably in engineering .At least (1) year of experience in an international NGO preferably in an emergency or post-conflict setting. Having Technical Certification in construction, or relevant work experience. Experience in working in shelter projects with an NGO, charity or similar organization. Experience working as a Shelter Assistant – Technical (or Equivalent) in a humanitarian/recovery context. Fluency in spoken, written Kurdish, Arabic and English. Knowledge of humanitarian principles and code of conduct.

 

Key Job Tasks and Responsibilities:

  • Technical Supervision of Daily Workers and Incentive Labor 
  • Assist in the preparation and development of technical status reports as required by management
  • Promote and share ideas for technical improvement in relation to both the “hard” and “soft” components of Shelter programming
  • Actively participate in capacity building trainings, workshops and seminars organized by NRC.
  • Conduct technical needs assessments, focus group discussions, community meetings, and other community mobilization activities
  • Explain the BoQs, scope of works, for the beneficiary and the proper usage of the materials
  • Supervise and monitor contractor work, works carried out by Daily/Incentive labor and/or repairs done by the beneficiaries themselves
  • Produce site level BoQs and BoQ amendments in accordance with NRC Technical minimum standards
  • Produce site level Scope of Work in accordance with NRC Technical minimum standards. Document existing condition of site/unit.
  • Participate in field level coordination with community stakeholders in areas of project implementation as directed by Shelter Officer - Technical

Qualifications

  • Documented results related to the position’s responsibilities
  • Experience in overseeing site/unit level construction activities
  • Basic knowledge in documenting progress of construction related shelter activities
  • Experience in monitoring construction activities/contractors.
  • Experience in filing out BoQs and Scope of Work documentation
  • Basic experience in coordinating the technical aspects of implementation activities carried out by Daily/Incentive labor teams
  • Strong communication, interpersonal, analytical and negotiation skills
  • Basic computer skills, especially in Word, Excel and CAD.

 

The post will be for (10) months contract duration (with possible extension).

Salary/benefits: 2,187,003 IQD gross salary with health insurance.
