3. External female candidates.

Context:

Under the direct supervision of the Chief of Mission in IOM Thailand and in close coordination with Senior Resource Management Officer, the successful candidate will be responsible for the

overall management and implementation of the four-year regional programme: “Poverty Reduction through Safe Migration, Skills Development and Enhanced Job Placement in Cambodia, Lao People’s Democratic Republic, Myanmar, Thailand and Viet Nam (PROMISE)” with funding from the Swiss Development Cooperation.

In light of economic growth within ASEAN, PROMISE will contribute to poverty reduction of migrant workers, particularly women, in the Greater Mekong Sub-region through improved employment opportunities, enhanced skills sets and a more protective policy environment and support services. This will be achieved through enhanced engagement of private sector partners, cross-border collaboration on market-driven skills development mechanisms, reintegration support to returning migrant workers, multi-stakeholder dialogue and capacity building to ensure safe and regular migration processes in the project region. S/he will be responsible and accountable for managing and implementing all activities within this four-year, 9 million USD regional programme.

1. Employ a Results Based Management approach to manage the implementation of PROMISE in accordance with the SDC-approved Regional Project Document, Log Frame, Theory of change, and Budget.

2. Maintain cooperation and provide technical guidance to the five participating IOM missions in Cambodia, Lao PDR, Myanmar, Thailand and Viet Nam in order to ensure a coordinated and strategic approach to the implementation of the regional PROMISE Programme. 3. Establish strong partnerships, maintain cooperation and dialogue with the Private Sector, and in particular, support the development of and implementation of a Private Sector Strategy. This will include coordination with RO and HQ.

4. Establish and oversee partnerships with other external programme partners, including Community Based Organizations, Skills Development Providers, Recruitment Agencies and Government.

5. Provide thematic supervision and technical guidance to PROMISE partners, to programme staff assigned to PROMISE by each participating Mission, and to other programme and administrative personnel employed under PROMISE in close cooperation with the involved IOM missions.

6. Ensure a sound Monitoring and Evaluation system is in place in order to achieve timely and effective implementation of the PROMISE activities with respective implementing missions. 7. Prepare necessary reports for the donor on Programme delivery, including interim and final reports to donors on budgetary expenditure and results, in coordination with RO Bangkok and participating IOM missions.

8. Establish a robust communication strategy to promote PROMISE’s objectives and strategy. 9. Provide rigorous review and competent advice to the Chief of Mission on the overall performance of the programmes to ensure effectiveness, coherence, and integrity in implementation.

10. Coordinate and monitor the administrative, human resources and financial aspects of the programme and supervise IOM programme staff, in close coordination with the Senior Resource Management Officer.

11. Monitor financial reports and expenditures in order to ensure compliance management and satisfactory burn rate to meet implementation milestones and deadlines. In coordination with the relevant IOM Mission departments, HQs and others, ensure the timely submission of financial reports to the donor.

12. Undertake travel duty as necessary to oversee the implement and evaluate the impact the project has on beneficiaries in all participating mission.

13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, Law, International Relations or a related field Page 2 / 4from an accredited academic institution with seven years of relevant professional experience; or • University degree in the above fields with nine years of relevant professional experience. Experience

• Proven experience managing labour migration programmes for migrants and capacity-building activities; preferably in the Mekong Sub-region;

• Excellent track record of effective working relationships with private sector, government officials and UN agencies;

• Experience and expertise working with the private sector and/ or Technical and Vocational Education and Training (TVET).

• Past exposure and experience in project development and resource mobilization in challenging donor environments;

• Proven leadership and negotiation skills, particularly in a multi-stakeholder and multi-cultural environment,

• Sound financial and business administration;

• Sound and proven understanding of internal and international migration issues as they relate to labour migration policies, ASEAN processes and related issues;

• Knowledge of the labour migration trends in the Sub Mekong Regional is an advantage. Languages

Fluency in English is required. Working knowledge of any local languages is an advantage. Desirable Competencies:

Other:

Internationally recruited professional staff are required to be mobile.
