Purpose for the job: Under the supervision of the Communication Chief, undertakes communication activities support administrative management support in Lebanon Country Office. The incumbent assists in ensuring efficient and cost effective communication support and administrative support services, providing guidance to communication staff as well and supporting staff in the Communication assignments. Ensures the office's communication operations and services are in compliance with the organization's administrative policy, procedures, rules and regulations.

II. Key function, accountabilities and related duties/tasks:

Communication Activities

  1. All administrative transactions and arrangements of contracts satisfy the requirements as stipulated and are in compliance with the applicable policies, procedures, rules and regulations.
  2. The budget preparation and implementation are properly administered in the area of communication management and services.

  4. Ensure that the production of communication products and materials is timely executed and followed up to support country communication strategy and campaigns as set out in the work plan.
  5. Assist in the implementation of communication activities including special events and field missions for national committees, media, photographers and videographers.
  6. Assist in the development and production of advocacy and communication materials (e.g., documentaries, short videos, photography…)
  7. Effective working relations are maintained with other agencies and implementing partners.
  8. Any other assigned communication support responsibilities and services are effectively carried out and delivered.

Appropriate and consistent interpretation and application of administrative policy and procedures timely implemented to support operations at the country or sub-country levels.

Provides practical input on implementation of administrative guidelines, in close coordination with the Communication Chief.

Supports the Communication Chief and updates communication staff on administrative policies, procedures rules and regulation. Implements the appropriate application and interpretation of administrative rules, regulations, policies and procedures.

Contributes to recommendations on the improvement of communication functions in terms of developing long term agreements, consultancies, and request for quotations, low value purchase orders and other third parties contracting modalities.

Keeps supervisor abreast of potential problem areas, and advice of how to hedge against these areas.

Provides administrative support and services, in terms of preparation and funding of service contracts, preparations of procurement documents for supplies and guidance on administrative procedures.

The budget preparation and implementation are properly administered in the area of communication management and services.

Assists the Chief in preparing estimates on communication consultancies, supplies and equipment requirements for budget preparation purposes. Assists in the establishment and follow up of communication services and the communication budget.

Ensures that all communication transactions and arrangements of contracts are in compliance with the applicable policies, procedures, rules and regulations.

Contributes to the reviews of contractual arrangements related to communication support (i.e. photography, videography, printing, artwork design, audio-visual production etc.) to ensure that the terms and conditions of all contracts are being adhered to by providers of goods and services. Proposes to supervisor any changes that may be required.

Monitors payments against contractual obligations.

   Ensure that the production of communication products and material is timely executed and followed up to support country communication strategy, campaigns and priorities.

Assist in the planning, production, pre-testing and evaluation of communication materials produced by LCO

Assist in monitoring implementation of programme communication activities including special events and visits

Draft, edit articles, press releases, human interest stories, and other public information materials, for web purposes and other relevant activities

Support the production of communication materials (e.g. briefing notes, images, and video. Web pages etc.) That meet the country and global standards as set out in the Communication Toolkit.

Follow up on the production of advocacy and communication materials (e.g., films, videos, audio-visuals, etc.), and assist in overseeing the qualitative aspects of production.

Assist in the implementation of communication activities including special events and field missions for national committees, and media

Assist in the administrative organization and services procurement for the Communication section special events, press conferences, and launch events.

Prepare background communication and promotional materials for briefing and visits of media and other special interest groups. Assist in the planning, logistic and administrative arrangements for them.

Effective working relations are maintained with other agencies and implementing partners

Support effecting working relations with other agencies, implementing partners on issues relating to administrative matters through exchange of information, collaboration, and harmonization.

Cooperates with other UN agency counterparts within the UN Communication Group

Provides all relevant support to the Communication and Programme Communication section.

 

III. Impact of Results:

Decides on the validity, accuracy and usefulness of data, especially as it relates to advocacy and communication. Such decisions affect communication strategy and development of information and communication materials.

Poor data collection, analysis and evaluation and reporting will result in the misdirection of communication strategies and planning. Inappropriate selection and dissemination of materials will result in incorrect messages and consequently, failure to reach important allies and partners. Such errors will impede effective and efficient advocacy.

V. Recruitment Qualifications:

Education:

Completion of secondary education, preferably supplemented by technical or university courses in communication, marketing, journalism is any other related field discipline relevant to the job is an asset.

Experience:

A minimum of 6 years of progressively responsible administrative or clerical work experience is required.

A previous experience in UNICEF or the UN is an asset.

Language Requirements:

Fluency in English Arabic Required.
