Specialist for the Development of a French-language WASH in Schools Course (Consultancy) - WCARO

The purpose of the consultancy is to develop updated French modules for the WinS training course through the incorporation of WCAR specific evidence and emerging guidance from the global level. The consultant will work remotely for 120 days between 1st March and 20th December 2017 and will be required to travel to Ouagadougou, Burkina Faso in October 2017.

Assignment Tasks

The consultant will be expected to:

• Provide technical input toward the update of the modules for the WinS training course (48 days):

 The consultant will develop an inception report outlining the approach to be used in the modification of the modules.

1. Revise nine PowerPoint presentations, in French, of at least 40 slides each.
2. Provide an accompanying write up of each module with :
   1. Objectives, summary and discussion points
   2. The consultant will be provided with a French version of the 2012 PowerPoints and word documents and will update them according to the themes listed in the table on the following page:

• Coordinate with advisory group and academic partners to receive input on the materials for addition into the modules (23 days):

1. The consultant will be responsible for attending weekly Skype calls with the WASH in Schools Specialist in WCARO to ensure that comments and inputs are incorporated into the final version of the slides and accompanying module write-up.
2. The consultant will attend monthly calls with the advisory group comprised of staff from UNICEF HQ, UNICEF WCARO (Education, WASH and Gender) and the implementing partner Institut International d'Ingénierie de l'Eau et de l'Environnement (2iE).
3. In addition, the consultant will be responsible for liaising with academic partners, who developed the original course in 2010, to determine appropriate evidence-based additions to the modules.

 Facilitation at the in-person course, in October 2017 (8 days):

 The consultant will be required to travel to Ouagadougou, Burkina Faso, for 10 days, in October, 2017 to attend the training at the campus of the partner Institut International d'Ingénierie de l'Eau et de l'Environnement.

1. Prior to the training, the consultant will be responsible for meeting with focal points from UNICEF and Institut International d'Ingénierie de l'Eau et de l'Environnement.

• During the training, the consultant will be responsible for leading group discussions during each day of the training and for facilitating Q&A sessions as participants share the results of their respective assignments with the larger plenary group.

• Following the course training, the consultant will be responsible for meeting with focal points from UNICEF and the partner institution (Institut International d'Ingénierie de l'Eau et de l'Environnement) to provide a debrief on the training.

 Provide support to groups developing case studies (23 days) :

 The consultant will be responsible for providing distance-support for at least two country groups in the development of their case studies and the implementation of the Tanahashi Model and bottleneck analysis.

1. Consultant will also be responsible for providing feedback for case studies received from all participating country groups.

• Course Documentation (18 days ):

 The consultant will develop a concept note for the course which shall include an outline of the training, content and objectives for each module as well as a description of the course assignment.

1. The consultant will also be responsible for developing a final report for the course to summarize the lessons learned from the training (including an analysis of the diagnostic and evaluation surveys given to course participants) and provide recommendations for future rollouts of the course.

 Qualifications of Successful Candidate

Specific competencies, qualifications and experience required of the contracted consultant:

 Education

• Master in Public Health, in environmental engineering or a related field;

Years of relevant experience

• At least five years of experience in public health issues in developing countries;
• Experience with WASH in Schools and Menstrual Hygiene Management research or programming;

• Must be fluent in French and English
• Prior experience working in the West and Central Africa region is advantageous.
