Background and Organizational Context
The Stabilization Support Unit (SSU), established within the Integrated Office of the DSRSG/Rule of Law, MONUSCO coordinates and supports the implementation of the International Security and Stabilization Support Strategy (ISSSS). The primary objective of the SSU is to ensure the programmatic and financial coherence and coordination of international support within the framework of the ISSSS, which supports the Government of the DRC’s Plan Stabilization and Reconstruction Programme for War-Affected Areas (STAREC).
Currently SSU is supporting STAREC with conflict analysis and stabilization needs assessment with the aim of developing Provincial Stabilization Strategies and Action Plans. These will be the basis for the development of new projects aligned with the ISSSS.

Job description

Within the terms of the organization’s delegated authority, and under the direct supervision of Team Leader and the Deputy Team Leader of the Stabilization and Support Unit in Goma, DRC, the Gender Advisor will be responsible for the following tasks:
Policy advice, strategic technical guidance and analysis:
• Analyze political, security and program trends from a gender in peacebuilding perspective, drawing on available information from MONUSCO and other partners;
• Elaborate an action plan in order to ensure gender is mainstreaming within all policy and programming documents of the ISSSS;
• Identify emerging issues and critical stabilization gaps, provides an early warning function where necessary and ensure that priority interventions are identified and flagged for programmatic response in order to respond to the unique needs of women, girls, boys and men;
• Collect data at field level in order to elaborate gender in peacebuilding analysis when necessary;
• Manage gender specific information within the SSU. This will include presentation of information internally, knowledge management and sharing of best practices with partners;
• Enable SSU and STAREC to aligned stabilization priorities with the DRC National Action Plan on 1325.
Program Management
• Research specific issues related to SGBV and gender equality in support of the ISSSS program support and monitoring & evaluation teams;
• Develop guidelines and methodologies to ensure sexual and gender based violence (SGBV) and gender equality are integrated through ISSSS program implementation as a transversal subject;
• Provide technical assistance to partners and other provincial coordination teams through development of tools, training, mentoring and accompanying their engagement with gender mainstreaming and SGBV in stabilization activities;
• Tracks progress on gender mainstreaming in project implementation and facilitates the delivery of high quality results as per stated objectives and outcomes within the M&E framework.
Communication and reporting
• Participates in awareness-raising and the implementation of the stabilization communications strategy, with a specific focus on gender issues;
• The incumbent will be required to maintain a regularly-updated database of information, both substantive and financial, on the operational activities of the ISSSS in the assigned area of operations in order to provide ad hoc reports as necessary;
• Deliver integrated quarterly reports which highlight ISSSS contributions to MONUSCO’s gender reports which are presented to the Secretary General (SG) to measure the progress made on the SG’s Women’s Participation and Peacebuilding 7-point action plan.
Coordination
• Supports the management and organization of coordination meetings with government, implementing partners and other MONUSCO sections;
• Helps coordinate, organize and participate in assessments and field missions related to stabilizatio

Qualifications

• Advanced university degree (Master’s or equivalent) in Gender Studies, Peace and Conflict Resolution, International Affairs or Social Sciences;
• Five years’ experience in gender analysis, women’s political participation, conflict resolution and security analysis;
• Preference for candidates with field experience in conflict/post-conflict contexts;
• Previous experience in DRC is a plus;
• Experience of working in Integrated Missions, including in coordinating joint initiatives UN DPKO-UN Country Team and INGOs.
