Context:

IOM Turkey works with CCCM, Shelter/NFI Working Groups, International Non-governmental Organisations (INGOs), Turkish Government Authorities and Syrian partners on identifying vulnerable displaced populations inside Syria, procuring required Non Food Items (NFIs), organising transportation across the border and distributing the items to Syrian people in need. With its global technical expertise, IOM has expanded its programming into other sectors including CCCM supporting local NGOs operating in Northern Syria in the implementation of CCCM activities in camp and off-camp settings.

Under the overall supervision of the Programme Coordinator and direct supervision of the Emergency Response Officer, the successful candidate will implement the cross border Camp Coordination and Camp Management (CCCM) project activities in partnership with sub-implementing partners.

Core Functions / Responsibilities:

1. Coordinate the activities of the IOM Camp Coordination and Camp Management (CCCM) project within the cross-border response to the Syria crisis. Monitor and follow up on the timely Page 1 / 4implementation of all activities, as well as financial, administrative and technical aspects, in line with IOM’s policies and procedures, as well as donor requirements.

2. Closely coordinate with the implementing partners, monitor their activities and provide guidance as needed. Conduct trainings as required to build partners capacity in CCCM and Urban Displacement and Outside of Camps (UDOC) methodologies.

3. Act as CCCM grants focal point. Liaise with implementing partners on agreements, reporting and payments. Closely follow up with the Resource Management Unit on all aspects of the CCCM grants.

4. Ensure that IOM's CCCM program implementation is in line with global and local CCCM cluster policies and strategies. Provide technical guidance to the cluster, as required, in order to strengthen the overall CCCM response. Assist with ensuring that IOM plays a key role in the CCCM cluster, especially through regular and timely sharing of information.

5. Represent IOM as a CCCM partner in all relevant forums, including cluster coordination meetings, inter-agency meetings and partners meetings.

6. Collect, analyse, and share information that will facilitate decision-making by stakeholders on the Whole of Syria (WoS) following the CCCM and UDOC methodologies. Closely liaise with the Gaziantep Programme Coordinator and Whole of Syria (WoS) Coordinator and provide

technical input as required.

7. Work closely and ensure good coordination with other IOM programmes to increase IOM response’s efficiency and impact. Provide input on response strategies, contingency plans and disaster reduction.

8. Closely monitor project progress; collect, compile and share information from the field teams on a weekly basis. Follow up on donor reporting requirements and ensure timely submission of all reports to the Programme Coordinator. Contribute to regular sitreps and other information materials.

9. Assist the Emergency Response Officer and other partner’s in capacity building activities and provide trainings as required; mentor and provide development support to CCCM Project Assistant.

10. Ensure all administrative and finance processes of CCCM projects are done correctly, in a timely manner, and within budgets. Assist with planning and overseeing of procurement and logistics activities for relevant operations.

11. Meet regularly with donors present in Turkey and provide briefings and updates on IOM’s CCCM activities and projects. Contribute to the development of donor proposals as required based on needs and funding opportunities.

12. Support with the development and production of assessment and monitoring tools.

13. Undertake international and national duty travel and field visits as required.

14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Social Sciences, Engineering, International Relations or a related field from an accredited academic institution with two years of relevant professional experience; or Page 2 / 4• University degree in the above fields with four years of relevant professional experience. Experience

• Experience in emergency operations, programme design, including support to displaced populations and refugees;

• Strong technical competence and experience in all aspects of camp coordination and management;

• Computer/software literate, preferably advanced skills in excel, PowerPoint, SPSS, kobo tool box, ODK and report writing;

• Demonstrated ability to establish effective and working relations with local staff and other stakeholders;

• Experience with international humanitarian organizations, non-governmental or governmental institutions/organizations in a multi-cultural setting;

• Familiarity with the Syrian context is an added advantage.

Languages

Fluency in English is required. Working knowledge of Arabic, Turkish is an advantage. Desirable Competencies:

Internationally recruited professional staff are required to be mobile.
