About the mission

SOLIDARITES INTERNATIONAL (SI) opened its mission in Bangladesh at the end of 2007, following cyclone SIDR.

SI’s intervention and strategy in Bangladesh is to address primary needs of crisis affected people in terms of food security, livelihood, disaster risk reduction (DRR), water, hygiene and sanitation (WASH) and shelter, by making use of an integrated disaster risk reduction approach and by taking into account the effects of climate change, whilst working in parallel on mid-long term resilience strategies.

SI strategy for 2017 focuses on 3 axes:

  • Emergency preparedness in SI's working areas and emergency response (ER) in all the country.
  • Integrated WASH/FSL approach with DRR as a mainstream in all current and future projects.
  • Local advocacy approach in Cox's Bazar and at national level to sensitize the stakeholders about protection issues and humanitarian priorities in Bangladesh.

SI in 2017 is currently implementing five projects in different areas of intervention:

  • In Satkhira District: a resilience livelihood and DRR program (ECHO funding) and a WASH pilot project (AUD funding) and a WASH program (ECHO and BPRM funding)
  • In Cox's Bazaar District: WASH and DRR programs (ECHO and BPRM funding), emergency projects in response to the new Rohingya influx fleeing persecutions in Myanmar.

The projects amount is 2, 8 million euros and implemented by a team around 111 national employees and 6 expatriate employees.

About the job:

  • Within the Bangladesh mission and under the supervision of the Program Coordinator, the MEAL Manager ensures that the MEAL strategy of the mission is implemented by the mission staffs.
  • Contribute to the centralization and harmonization of MEAL tools and processes on the mission.
  • Provide a methodological support to all program teams on technical questions linked to MEAL and cross-cutting issues such as: design of M&E plan, quantitative and qualitative data collection, measure of indicators, complaint response mechanism, do no harm analysis etc.
  • In collaboration with the Program Coordinator, look over the quality and relevance of internal monitoring and evaluation activities, recommendations and analysis produced by his/her department (studies, maps…).
  • Contribute to institutional knowledge building and improvement of MEAL methods and techniques

The main challenges for the position are:

  • New position, thus a lot of things have to be created and developed (tools, communication links…).
  • The mission, so far, does not have a specific MEAL strategy, as well as even if MEAL teams are present, their tools and work are not supervised by a dedicated and expert person. So, adjustments are probably requested.
  • Short-term contract, priorities will have to be established and followed closely.
  • Lack of follow up on institutional knowledge building at mission level

Your profile

Qualification:

  • Bachelor’s degree or higher in social sciences, project management or international development.
  • Significant work experience in the M&E field within international organizations may substitute for formal education.

Experience:

  • At least 2 years of NGO experience with minimum 1 year in a similar position
  • Demonstrated experience in setting up monitoring and evaluation plans/systems within an international organization.
  • Experience in managing teams and building staff capacity
  • Experience in supporting emergency response;
  • Previous experience with SI desirable;
  • Previous experience in South Asia desirable

Technical skill and competence:

  • Capacity to assess the needs and define the set up required in terms of M&E systems in a short time
  • Leadership in the design and implementation of M&E strategies, systems and workplans
  • Strong training/capacity-building skills, with the ability to delegate
  • Experience in quantitative and qualitative data collection including survey design, sampling methodologies, implementation and analysis
  • Ability to write clear and well-argued reports and to train staff on quality reporting
  • Problem solving and analytical skills with the ability to assess challenges and recommend solutions
  • Very comfortable with standard office software, ODK and Sphynx and very good command of database systems.
  • Strong interpersonal skills
  • Knowledge of SI’s rules, tools and procedures;
  • Ability to take the initiative with solid organizational and communication skills;
  • Stress management skills: Ability to work under pressure to meet tight deadlines, with peaks of heavy workloads;
  • Adaptability to changing work environment and possible volatile security situation

Personal quality:

  • Ability to take decisions and work in autonomy is essential;
  • As functional manager, the candidate must display diplomatic and smooth leadership skills;
  • An understanding of and commitment to SI’s mission and values

Language:

  • Good communication skills, with good written and spoken English

Living conditions :

Dhaka is comparable to any big city with a comfortable guest house (intimacy, electricity, water (also hot water), wifi...) and all services (restaurants, shops, cinema, culture…). The size of the city and the high density with is 18 million inhabitants lead to a challenging environment and a massive traffic jam.

The living conditions in Dhaka have been affected by the last security events in July-16, restricting some movements in the city and the allowed places, challenging the private life.

The 2 SI bases in the field offer as well all the comfort.

We offer

SI will offer you:

A salaried post: according to experience from 1600 euros gross per month, plus 10% annual leave allowance paid monthly and a monthly Per Diem of 450 USD.
Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs)
