3. External female candidates.

Context:

Since the formation of the Federal Government in 2012, Somalia has made some progress towards recovery from over two decades of conflict, natural disasters and the recovery of areas from violent extremist groups. Whilst the completion of the state formation process, under a federal system, the recently conducted electoral process and diminished operational capacity of violent extremist group, Al Shabaab, give rise for optimism, the situation in Somalia remains fragile, from security, political and humanitarian dimensions.

From a humanitarian perspective, however, the situation in Somalia remains chronic and protracted, with over 5 million individuals in need of assistance and more than 1.5 million individuals internally displaced. In addition to localised conflicts and military operations leading to new cases of displacement throughout 2016, Somalia faces recurrent hydro-meteorological disasters including flooding and drought. Currently, droughts in Puntland, Lower, Middle Juba and Somaliland are at risk of developing into humanitarian catastrophes. At a regional level, over a million Somalis continue to live in displacement in neighbouring countries, including particularly in Yemen, Kenya and Ethiopia.

Page 1 / 5The announcement of the Government of Kenya, in May 2016, to close Dadaab refugee camp and return up to 350,000 Somali refugees to Somalia, will certainly exacerbate the existing humanitarian needs as well as the potential to destabilize communities in highly impacted areas. Since 2015, when conflict erupted in Yemen, an estimated 30,000 Somalis have returned to Somalia, resulting in new humanitarian needs as well as creating opportunities and risks. The return of Somali’s from Yemen will continue in 2017, although the scale of the population movement depends on the evolving context.

The International Organization for Migration has become one of the leading actors in Somalia, responding to humanitarian and migration crises, as well as contributing to longer term recovery. Currently, humanitarian assistance provided with support from IOM is responding to the needs of half a million individuals. In addition, IOM has a growing transition and recovery portfolio to support state institutions at federal and local levels to be responsive and accountable to its constituents, build trust with the communities they serve and facilitate durable solutions in areas impacted by displacement and returns.

Following the humanitarian summit in 2016, strengthening the ‘humanitarian-development nexus’ emerged as a key priority globally. Given the protracted nature of Somalia’s humanitarian crisis combined with emerging opportunities to facilitate longer term recovery, IOM Somalia will establish a position to oversee the organization’s humanitarian, transition and recovery portfolio.

Under the direct supervision of the Department of Operations and Emergencies Coordinator (IOM Somalia) and the overall supervision of the Chief of Mission, the successful candidate will be responsible for providing strategic oversight to both the humanitarian and recovery programmes supported by IOM as well as establishing and strengthening linkages between the

two departments. Specifically, the successful candidate will undertake the following functions: Core Functions / Responsibilities:

1. In close coordination with the Department of Operations and emergencies Coordinator, provide strategic and operational oversight of IOM’s response to migration crises, including preparedness, response and facilitating longer term recovery in areas impacted by internal displacement and the return of displaced populations from Kenya, Yemen, Ethiopia and elsewhere.

2. Related to the above, develop a strategy for IOM’s enhanced role in disaster preparedness and/or disaster risk management, in coordination with and complementarity to the existing programmes of government, UN and NGO stakeholders, and giving particular focus to the role of IOM’s Displacement Tracking Matrix (DTM).

3. Strengthen the programmatic and strategic linkages between IOM’s humanitarian and recovery interventions, as well as their alignment with IOM’s Progressive Solutions to Displacement (2016); the IASC Durable solutions Framework (2011); The UN/Government of Somalia Durable Solutions Initiative (DSI), Community Recovery and Extension of State Authority / Accountability (CRESTA/A) framework; the Peace Building Priority Plan and other national recovery, peacebuilding and development frameworks (such as the Wadajir and the National Development Plan).

4. Monitor progress against projected expenditure forecasts and implementation plans, providing regular reports to the DOE Coordinator and taking remedial action where challenges are encountered.

5. Develop a comprehensive Monitoring and Evaluation Framework and plan for the Preparedness, Response and Recovery Unit as well as contributing to the overall mission M&E system, in coordination with the DOE Coordinator, Data Management officer, Chief of Mission Page 2 / 5and Programme Managers.

6. Lead IOM’s participation in inter-agency humanitarian and recovery coordination, including as co-chair of the Health Cluster (if re-elected), the Protection Cluster, Durable Solutions Working Group and ad hoc meetings such as the Yemen Task Force.

7. Serve as general support to the Chief of Mission, acting as the senior officer in the mission in the absence of the Chief of Mission, covering IOM office management responsibilities and the CoM’s representational functions and ensuring that IOM is duly represented in meetings/events that support the interests of the mission.

8. Contribute to the strengthening of communication and coordination between IOM Head Office in Mogadishu, Sub/Field Offices in Somalia and Nairobi Support office with a view to improving the efficiency of programme implementation and cohesion across the teams implementing Preparedness, Response and Recovery Unit programmes.

9. Strengthen linkages with the IOM Somalia Data Management Unit, particularly through the Displacement Tracking Matrix (DTM) to ensure the Preparedness, Response and Recovery Unit is contributing to DTM data collection and analysis as well as integrating the data/analysis provided by DTM into preparedness, response and recovery programmes.

10. Based on the IOM Somalia strategy (2017-2019), develop a strategic, programmatically coherent operational plan for the Preparedness, Response and Recovery Unit, including detailed operating frameworks and implementation plans.

11. In coordination with the Department of Operations and Emergencies Coordinator, Chief of Mission and Programme Management Team, lead on the development of new programmes and partnerships, including with government counterparts, UN agencies/joint programmes, NGOs, donors the private sector, civil society groups, academics and other stakeholders. 12. Strengthen the operational coordination and communication with IOM missions in the region, including, but not limited to IOM Kenya, IOM Ethiopia and IOM Yemen, particularly as concerns the cross border movement of refugees and migrants.

13. Assume responsibility for the supervision of programme managers within the Preparedness, Response and Recovery Unit, including through mentorship, advice, performance evaluation (SES), ensuring staff are performing and developing to achieve their full potential and other HR related tasks.

14. Provide input to the Humanitarian Response Plan, Durable Solutions Action Plan, and other emerging government / UN documents related to preparedness, humanitarian response and recovery.

15. Mainstream Migration and Health, GBV, Gender and data management in all preparedness, response and recovery programmes.

16. Deputise for the Department of Operations and Emergency Coordinator during periods of absence and perform any other duties as required.

Required Qualifications and Experience:

Education

• Master’s degree in International Relations, Humanitarian/Development studies, Migration, Conflict and Peace-building or a related field from an accredited academic institution with seven years of relevant professional experience; or

• University degree in the above fields with nine years of relevant professional experience. Page 3 / 5Experience

• International experience in management or support to management in humanitarian, recovery and development programming;

• Experience in project development, implementation and monitoring in humanitarian, recovery and development programming;

• Extensive experience for fund raising for humanitarian assistance;

• Experience in closely working with partners such as the Government of Japan, EU, EC, ECHO, OCHA, UNICEF, WHO, and UNHCR is an asset;

• Experience in being a Cluster Coordinator, Chair or Co-chair is an asset; • Experience in working with the Somali government is an asset.

Languages

Fluency in English is required. Working knowledge of Somali is an advantage. Desirable Competencies:
