Background:

UNICEF Office for the Eastern Caribbean Area has a Programme of Cooperation with 12 countries: Antigua and Barbuda, Anguilla; British Virgin Islands, Barbados, Dominica, Grenada, Montserrat, St. Lucia, St. Vincent and the Grenadines, St. Kitts and Nevis, Turks and Caicos Islands and Trinidad and Tobago.

In 2017 UNICEF will commence its 2017-2021 Programme cycle with the governments of these countries and the focus will be on 3 programmatic areas: Education and Lifelong Learning; Safety and Justice for Children (Child Protection) and Social Inclusion. The office is well on the way to becoming a leader in knowledge management on children's issues in the Eastern Caribbean. As it does so, it will produce documents and internal publications. These documents need to be layed out; sometimes on a needs basis. Consequently, UNICEF requires the services of a graphic artist

Purpose of Consultancy:

The purpose of this Consultancy is to layout on a required basis, documents, country reports, research findings and communication materials for UNICEF

Scope:

Under the guidance of UNICEF, the Consultant will:

  1. Layout documents for UNICEF in accordance with UNICEF branding guidelines
  2. Provide UNICEF with web ready, print ready copies of all documents that have been layed out

Deliverables:

The Consultant will deliver the following outputs:

  1. Web-ready versions of any document that has been layed out
  2. Print-ready versions of any documents that has been layed out

Duration of Contract, Outputs and Delivery Dates and Details:

The contract will run from 8 March 2017 – 30 December 2018

Qualification or Specialized Knowledge/Experience Required:

The contractor should have:

  • At least an Associate Degree in graphic design or a related field. An undergraduate degree is preferred
  • At least 5 years demonstrated experience in design and layout of documents.
  • Excellent writing skills in English

Contract Supervisor:

Lisa McClean-Trotman, the Communication for Development Specialist for UNICEF Office for the Eastern Caribbean Area, will supervise this assignment 

Official Travel:

This assignment will not require travel outside the duty station (Barbados) 

Estimated Budget: 

A daily rate of US$ 200 (for working days only) will be paid for assignments up to the amount of USD 30,000. If the 30,000 is reached before the end of the contract period a new contract process will commence.

Payment Schedule:

Consultants/Contractors will be paid upon completion of layout of the required documents.

Chargeable Budget Code:

This activity will be charged from the following budgets of the following Programmes: Programme Effectiveness; Life Long learning; Safety and Justice and Social Inclusion and Child Right

Conditions of Service:

Prior to commencing the contract, the Individual Consultant will be required to submit a statement of good health, accompanied by a recent Medical Certificate which indicates that the Consultant is fit for work and travel (if applicable). In addition, the Consultant is required to certify in the Health Statement that he/she is covered by medical/health insurance. The statement includes confirmation that he/she has been informed of any inoculation required for the country or countries to which travel is authorized. He/she takes full responsibility for the accuracy of the statement.

Institutional contractors or corporate entities will be required to submit certificate of registration or certificate of incorporation. Those companies which have not worked with UNICEF before will be required to submit samples of their work.

Medical certification is not required for corporate entities. 

Recourse: 

UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines. Performance indicators against which the satisfactory conclusion of this contract will be assessed include: timeliness/quality of submission and responsiveness to UNICEF and counterpart feedback

Prospective contractors should submit a cover letter and a detailed proposal with samples of work produced, no later than COB (EST) on February 22, 2017. The submission package should include the following:

  • A cover letter
  • A detailed curriculum vitae or background of the corporate entity in English
  • A proposal with evidence of documents previously layout.
  • P-11 form
