Background:

UNICEF Office for the Eastern Caribbean Area has a Programme of Cooperation with 12 countries: Antigua and Barbuda, Anguilla, British Virgin Islands, Barbados, Dominica, Grenada, Montserrat, St. Lucia, St. Vincent and the Grenadines, St. Kitts and Nevis, Turks and Caicos Islands and Trinidad and Tobago.

In 2017 UNICEF will commence its 2017-2021 Programme cycle with the governments of these countries and the focus will be on 3 programmatic areas: Education and Lifelong Learning; Safety and Justice for Children (Child Protection) and Social Inclusion. One of the cross cutting areas in the Education and Lifelong Learning programme is the implementation of child-friendly spaces in pre-secondary schools with emphasis on positive discipline and positive child-rearing practices.

To date the introduction of positive discipline and child-rearing has been done as one aspect of the Effective/Child-friendly school Programme in ten Eastern Caribbean countries under the Multi-Country Programme. It is yet to be done in the British Virgin Islands (BVI) and in the Turks and Caicos Islands (TCI)

Consequently, UNICEF requires the services of a Consultant/Contractor to support national capacity development for the introduction of the Effective/CFS framework in BVI and TCI and provide follow-up support of the same in Anguilla, Grenada, Tobago and St. Vincent and the Grenadines.

Purpose of Consultancy:

The purpose of this Consultancy is to support the implementation of CFS framework in BVI and TCI and provide follow-up technical support in Anguilla, Grenada, Tobago and St. Vincent and the Grenadines.

Scope:

Under the guidance of UNICEF, the Consultant will:

  1. Work closely with the respective Ministries of Education to conduct needs assessment at primary schools in the Turks and Caicos Islands and in BVI with all relevant stakeholders
  2. Conduct capacity building workshops with the relevant education stakeholders in pre-primary schools on creating child friendly spaces for children with a focus on positive discipline and childrearing strategies in TCI and BVI
  3. Conduct capacity building workshops with ECD caregivers and providers on positive child-rearing practices in TCI, BVI and in Anguilla
  4. Work closely with the relevant education stakeholders in Anguilla and develop and implement a monitoring framework of CFS implementation in pre-secondary schools
  5. Support all three countries in the development of the content for culturally relevant communication print materials to sensitize students and parents about CFS
  6. Provide technical support to the Ministries of Education to build capacity for the implementation of Effective Schools principles in secondary schools in Grenada, Tobago and St. Vincent and the Grenadines

Deliverables:

The Consultant will deliver the following outputs:

  1. Report on needs assessment conducted in BVI and Turks and Caicos Islands
  2. Training outlines and Report on the capacity building workshops conducted in TCI and BVI
  3. Training outlines and Report on the capacity building workshops conducted in TCI, BVI and Anguilla for ECD practitioners
  4. Monitoring tool developed
  5. Content for 2 brochures (1 for students and1 for parents) that can be used in all 3 countries
  6. Training outlines and reports on the capacity building workshops conducted in Grenada, Tobago and St. Vincent and the Grenadines

Duration of contract, Outputs and Delivery dates and details:

The contract will run from 20 March 2017 – 30 September 2017

Qualification or Specialized Knowledge/Experience Required:

The contractor should have:

  • At least a Master's Degree in Psychology or another related social science.
  • At least 5 years demonstrated experience in providing training on implementing the Effective/Child-friendly schools framework.
  • A knowledge of positive discipline practices.
  • Excellent writing skills in English

Contract Supervisor:

Lisa McClean-Trotman, the Communication for Development Specialist for UNICEF Office for the Eastern Caribbean Area, will supervise this assignment.

Official Travel:

This assignment will require travel outside the duty station (Barbados) to Anguilla, British Virgin Islands, Turks and Caicos Islands, Grenada, Tobago and St. Vincent and the Grenadines. The consultant is responsible for arranging his/her own travel, including bearing the costs for visas and travel insurance. Travel expenses should be included in the financial proposal.

Estimated Budget:

The budget for this assignment is negotiable and should be in line with NOB scale.

Payment Schedule:

Consultants/Contractors will be paid upon completion of approved deliverables

Chargeable Budget Code:

This activity will be charged from the budget of the Safety and Justice and the Lifelong Learning Programme

Conditions of Service:

Prior to commencing the contract, the Individual Consultant will be required to submit a statement of good health, accompanied by a recent Medical Certificate which indicates that the Consultant is fit for work and travel (if applicable). In addition, the Consultant is required to certify in the Health Statement that he/she is covered by medical/health insurance. The statement includes confirmation that he/she has been informed of any inoculation required for the country or countries to which travel is authorized. He/she takes full responsibility for the accuracy of the statement.

Institutional contractors or corporate entities will be required to submit certificate of registration or certificate of incorporation. Those companies which have not worked with UNICEF before will be required to submit samples of their work.

Medical certification is not required for corporate entities.

Recourse: 

UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines. Performance indicators against which the satisfactory conclusion of this contract will be assessed include: timeliness/quality of submission and responsiveness to UNICEF and counterpart feedback

  2. A detailed curriculum vitae or background of the corporate entity in English
  3. A proposal with a detailed budget.
  4. P-11 form
