The programme continue to strengthen the national statistical information system to provide regular dis-aggregated quantitative and qualitative data and generate knowledge on children, in particular the most excluded. This information feeds into the production and regular updating of the situation analysis for children and women, which guides advocacy and informed decision-making.

We are now looking for a Planning, Monitoring and Evaluation Specialist (P-3) for our office in N'Djamena. UNICEF leads the UN Monitoring & Evaluation working group and helps to assist over 3 million children during the new country programme 2017/21 to be implemented as element of UNDAF 2017/21 with joint work plan and without UNICEF specific Country Program Action Plan.  

 

UNICEF is consistently working in a context, where there is a need to support both institutional and community interventions relating to the offer and demand for services and to creating a favorable environment for the equitable use of services, with a focus on:

(a) generating dis-aggregated data by nature of vulnerability and risks incurred, age, gender and population category;

(b) developing social protection systems to improve access to social services for the poorest people;

(c) advocating for greater public expenditure on children;

(d) involving children and young people in developing and implementing national policies;

(e) empowering communities and improving accountability towards populations;

(f) preparing for and responding to humanitarian emergencies; and

(g) systematically taking risks into account in planning.

 

As part of a dedicated team of professionals, your role will be to ensure that UNICEF Chad has useful, valid and reliable information on: the situation of children's and women's rights; the performance of UNICEF supported programmes including their relevance, efficiency, effectiveness, sustainability, and in emergency contexts, their coverage, coordination and coherence.

You will also be asked to work within the UN Chad team to support UNCT goals for delivering valid and reliable information on the attainment of the MDGs and other goals, and on the performance of UN-supported programmes.

As part of motivated and interactive team, you will assist in the establishment of a monitoring and evaluation tools which enhance partnership between the UNCT, government and other key players to collectively track progress on MDGs and other international commitment for children.

You will also assist the team in the development of national capacities for monitoring, evaluation and research, with special attention to the interest, concern and participation of government, community, and civil society stakeholders.

To make a difference, you will be accountable for the following duties with the support and collaboration of UNICEF, resourcing partners and all Monitoring & Evaluation team at the national and sub-national level:

 

  • Ensure that the Country Office and national partners use a well-prioritized and realistic plan of research, monitoring and evaluation activities that will provide the most relevant and strategic information to manage the country Programme, including tracking and assessing UNICEF's distinct contribution.
  • Ensure that the Country Office and national partners have timely and accurate measurement of change in conditions in the country or region, including monitoring of socio-economic trends and the country's wider policy, economic or institutional context, to facilitate planning and to draw conclusions about the impact of programmes or policies.
  • Ensure that the Country Office has quality information to access progress towards expected results established in annual work plans
  • Ensure that UNICEF supported evaluations are designed and implemented to establish UN quality standards, and the results are disseminated in a timely fashion to stakeholders in order to improve programme performance and contribute to wider learning.
  • Ensure that the monitoring and evaluation capacities of Country Office staff and national partners – government and civil society – are strengthened enabling them to increasingly engage in and lead monitoring and evaluation processes.
  • And finally, ensure that the UNICEF office is effectively linked to wider UNICEF M&E developments in a way that both contributes to and benefits from organizational learning on effective M&E management.

  • You have an advanced academic degree in social sciences, statistics, planning development, planning.
  • You have a professional work experience in programme development and implementation including monitoring and evaluation activities as follows:  a minimum of 5 years of relevant professional work experience.
  • You have at least one instance of exposure to emergency programming, including preparedness planning. Active involvement in a humanitarian crisis response programme preferred.
  • You are fluent in French and have a good working knowledge of English. Fluency in Arabic is an asset.
