The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

NRC in Jordan 

Established in 2012 NRC Jordan’s long-term outlook addresses the problems affecting life as a refugee. We work to build the resilience of Syrians, and to relieve the impact on the Jordanian communities that host them.  Syrian refugees in Jordan are struggling. As they contend with difficult living conditions across the country, the obstacles are complex. They struggle to remain registered as refugees, to provide for their families, and to access essential services – including education for their children. The Jordanian communities that host them, meanwhile, feel the impact of hosting high numbers of refugees – with each year that passes, local infrastructure becomes more strained.

 

Role Specific Information

The overall objective of the NRC Jordan Youth Programme is to ensure that Youth become and remain active and engaged members of their communities, while employing a Do No Harm lens in terms of programme assessment and implementation.

NRC is developing a community based youth programme for Syrian refugees and vulnerable Jordanians.  The NRC host community youth programme is expected to launch in Mafraq Governorate during 2017.  NRC will provide access to structured learning and social engagement opportunities for Syrian and Jordanian youth. 

 

Generic responsibilities:

  • Provides direction, assigns tasks and gives instructions to staff, specifies their individual work plans and evaluates individual team members’ performance.
  • Supports assigned staff in their professional development, identifies training needs, supports staff to achieve the objectives defined in their learning development plans.

  • Monitors the progress of the team activities and ensures they are implemented conform planning, quality standards, budget and (donor) guidelines.

  • Develops with the assigned team activity plans.

  • Ensures compliance with NRC policies CC tools, handbooks and guidelines.

  • Ensures that projects’ activities target the needs of beneficiaries, explores and asses new and better ways to meet their needs.

  • Identifies, analyses and evaluate key processes and gaps in the implementation of the team activities and make recommendations for improvement. 

 

Specific responsibilities:

  • Develops monthly activity work plan of start-up Youth Programme delivered in partner community-based organisations (Community based organizations CBOs).
  • Supervision of implementation of Youth Programme, including use of monthly work and activity plan.
  • Identifies capacity building needs through HR processes. Advises Coordinator on capacity building needs and opportunities. Focal point for capacity building of field staff and members of partner CBOs.
  • Supports identification of potential partner CBOs, and building and maintaining partnerships with CBOs.
  • Implements synergies with other NRC Core Competencies, CBOs and other agencies.
  • Represents NRC at internal and external coordination as delegated by Youth Coordinator.
  • Focal point for visitors. Represents with external/internal visitors to site, donors, and partners.
  • Informs development of start-up Host Community Youth Programme, with strong basis in M&E.
  • Prepares bi-monthly reports on programme activities. Ensures M&E correctly conducted and reported.
  • Supervises budget lines as delegated. 

 

Our Ideal Candidate:

We are looking for a university graduate , with a minimum of 3 years previous experience in in training, youth leadership/development, economic/business development, team management and leadership skills in the development/humanitarian sector.   Experience working in complex and volatile contexts, in particular in the Middle East.  Technical expertise relevant to the role. Documented results related to the position’s responsibilities.  Fluency in English, both written and verbal.
