In 2015, NRC’s operations in Lebanon provided assistance to more than 300,000 beneficiaries  

 

Although Lebanon is not a signatory to the 1951 Refugee Convention, it has the highest number of refugees per capita in the world. The estimated 1.5 million Syrian refugees and 310,000 Palestinian refugees amount to over a quarter of Lebanon's total population.

NRC opened our offices in Lebanon in 2006 and through our Lebanon programme, we support everyone affected by displacement – refugees as well as host communities. We help them fight for their rights and overcome the everyday hardships they face.  We focus on providing legal assistance and shelter, and advocating for refugee rights inside the country, regionally, and internationally. NRC has offices located in Beirut, Tyre, Tal Abbas and Zahle.  Because refugees in Lebanon live side-by-side with the Lebanese, we also work to serve the local communities hosting displaced people.  In all NRC projects, our experts work together to maximize the impact of our activities.

 

Overview:

The Protection Consultant will be responsible for supporting programme management with protection mainstreaming within the Country Office in line with NRC’s Protection Policy and global protection standards.  The Protection Consultant build capacity in newly-recruited Protection Coordinators and will work with programme and support teams to ensure protection is integrated within programme cycle management. The Consultant will develop and appropriate ‘training of trainers’ materials, focusing on NRC’s Protection Policy and on minimum protection standards. The Consultant will identify gaps in terms of field-based protection understanding and will work with protection Coordinators, Project Managers and Area Managers to develop action plans to embed such understanding in all team members.  The Protection Consultant will hold regular meetings with Area Managers and Project Managers to ensure quality in NRC’s response to protection cases. 

The Protection Consultant will spend three months contextualising NRC’s protection tools and manuals to the Lebanon context and providing initial training to Protection Coordinators. The Protection Coordinators will lead on the implementation of the Protection Mainstreaming Action Plan during 2017, with regular support from the Protection Consultant.  

 

Role Specific Information

Key Responsibilities:

  1. Develop and deliver training to Protection Coordinators on minimum protection standards and NRC’s global protection policies and procedures.

  2. Revise vulnerability and targeting criteria based on the Lebanon context in coordination with the Head of Programme, Core Competency Specialists and Area Managers.

  3. Support to Protection Coordinators and Area Managers in the implementation of the 2017 Protection Mainstreaming Action Plan

  4. Develop systems and SOPs to ensure that clear referral pathways are in place and are implemented accordingly.

  5. Identify, analyse and evaluate key processes and gaps in programme activities and make recommendations for improvement.
