Context:

Under the direct supervision of the Regional Director (RD) for Southern Africa in Pretoria, the successful candidate will be IOM's principal interlocutor with the Government of Madagascar and relevant diplomatic and UN representatives.

S/he will be responsible and accountable for promoting, developing and implementing the full range of IOM services in Madagascar within the regional framework. In addition, s/he will be responsible for keeping RO Pretoria and IOM Headquarters informed of relevant governmental concerns and programmatic developments. S/he will also be responsible for developing new programmes in the country, for planning the development and implementation for the Organization's activities in Madagascar and for managing the related budgetary, financial and administrative functions of the Mission.

Core Functions / Responsibilities:

1. Analyse migration-related trends and issues in Madagascar and identify, design and execute programmes, projects and fundraising strategies to address such issues; in particular, assist the Government of Madagascar in defining relevant objectives and administrative structures within the programme context.

Maintain and further develop liaison with government authorities, diplomatic missions, national and international institutions, non-governmental organizations, voluntary agencies, required to promote IOM and its activities and to facilitate the implementation of ongoing activities in Madagascar.

3. Identify, develop, manage and implement new project/programmes opportunities and activities, in cooperation with the relevant authorities and public/private entities in relation to both internal and international migration.

4. Serve as an expert resource in the key areas of migration management, strengthening migration management systems; addressing related legislation, regulation and policy concerns; and institutional capacity building.

5. Direct and monitor the implementation of IOM's programmes in Madagascar. Supervise the related budgetary, financial and administrative functions of the Mission in accordance with the Organization's regulations and procedures. Supervise the work of staff. 6. Keep the Regional Director and HQs fully informed of the Mission's activities. Prepare regular and specific narratives, briefings, impact, policy, financial, evaluation and statistical reports covering IOM activities. Prepare briefings and background information as required. 7. Ensure continued support with both the Government of yy and donors for current programme activities and their further development.

8. Participate in appropriate policy and operational United Nations Country Team (UNCT) inter-agency mechanisms, in particular with a view to inserting migration-related issues into the United Nations Development Assistance Framework (UNDAF).

9. Ensure non-resident representation of IOM to the Union of Comoros and the Seychelles. 10. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, Law and/or International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience. Experience

• Experience in the field of migration issues including operational and field experience, project development / office management;

• Experience on project management;

• Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions;

• Familiarity with financial and business administration;

• Sound and proven understanding of internal and international migration issues in Madagascar, the sub-region and related issues;

• Knowledge of the region is an advantage.

Languages

Fluency in English and French is required.
