Post Title:  International consultancy on documentation of results and support for reporting

Duration of contract:  March -December 2017 (10 months)

BACKGROUND:

One of the objectives of UNICEF Tajikistan Country Programme for 2016-2020 is to unlock the potential of adolescents, by empowering them and involving them as drivers of development and advocates of inclusive, tolerant and peaceful societies. The Adolescent programme within the new Country Programme will contribute to the full development and participation of adolescents, in particular, aiming to increase the percentage of adolescent girls and boys (10-19 years old) who:

• strongly agree that they can resist negative pressure from their peers and seniors;
• report that they are involved in family and community decisions on matters that concern them;
• report that they are involved in local government decisions on matters that concern them; and
• know where and how to access youth-friendly services,

As this work is new and innovative in Tajikistan, it is important to document the attained results and milestones identified by the section in collaboration with government and CSO partners. The high quality information materials, including case studies, documentation of good practices and lessons learned as well donor reports will be used for further resource mobilization, for advocacy and policy dialogue with partners as well as for awareness raising

In this respect, UNICEF invites an international English native-speaker consultant with relevant knowledge and experience to support the ADAP section with documentation of results achieved as well as producing high-quality results-oriented information materials and reports. 

As part of this process, the consultant is expected to support the section in documentation of results under three major domains of adolescents programme – (1) adolescent health, (2) adolescent participation (3) peacebuilding programme – implemented in Tajikistan.

The work envisaged under this consultancy is aligned with the adolescent programme outcomes and outputs defined in the Country Programme for 2016-2020.

OBJECTIVES OF THE CONSULTANCY:
The objectives of this consultancy are the following:
a) to support UNICEF in Tajikistan in documentation of adolescent programme results and achieved milestones;
b) to ensure timely information materials on progress and results, including fact sheets, donor briefs, project and donor reports.
c) to provide high quality editing and formatting services for adolescent programme reports and documents for external audience.

SCOPE OF THE CONSULTANCY:
The consultant will implement the following tasks:
• Generate specific documentation materials and reports based on desk review of materials and substantial inputs provided by the ADAP team on progress and outcomes of the implemented projects and programmatic interventions;
• Edit project and donor reports and other communication and knowledge sharing documents produced by the section during the contract period;
• When relevant, to communicate with UNICEF partners and beneficiaries in order to collect data and inputs;

DELIVERABLES:
The final products of this consultancy will include success stories and other documentation materials on achieved results of the programme as well as edited project and donor reports in above specified areas. During the period of this consultancy, the following documentation and report-editing results are expecting to be achieved:

Deliverables/ Expected timeframe

• Editing of 6 donor reports (March, June, September, December 2017)

• Comprehensive documentation of ALWH programme (implemented during last several years) (November-December 2017)
• 1 case study on E-service/virtual clinic expanding services for Adolescents (November-December 2017)

• 1 case study within the AMH programme (August 2017)

• 2 case studies of peacebuilding programme (May, September 2017)

• Documentation of the Project "Impact of the social allowance on quality of life of CLHIV (October 2017)

 
PERFORMANCE INDICATORS FOR EVALUATION OF RESULTS:

The evaluation of the results will be based on:
• Technical and professional competence (quality of the product delivered to UNICEF);
• Scope of work (successful accomplishment of above-mentioned tasks);
• Quality and timeliness of work (quality of the report);
• Quantity of work (completion of the tasks indicated above)

In addition, such indicators as work relations, responsibility, and communication will be taken into account during the evaluation of the Consultant's work.

REQUIRED SKILLS AND QUALIFICATIONS:

• University degree in Social Sciences, international relations, communication or related technical field.;
• At least 5 years of progressive work experience in the field of documentation, report writing, monitoring and evaluation and related fields;
• Experience of conducting project analysis and reviews;
• Strong track record in good report writing in English and analytical skills (sample of such reports will be requested from candidates);
• Good inter-personal communication skills;
• Native-speaker knowledge of English and fluency in one other UN language, fluency in Russian is a definite asset;

All materials developed will remain the copyright of UNICEF and UNICEF will be free to adapt and modify them in the future.

REPORTING ARRANGEMENTS:
The consultant will work under the direct supervision and guidance of Programme Specialist,  ADAP of UNICEF in Tajikistan and in close cooperation with the Communication Officer and programme staff.

The consultant is expected to work from home.

TERMS OF PAYMENT:
Consultancy fee is negotiated based on the market price for the mentioned task, at P3 level, within the scope of standard rates of UNICEF.  The consultancy fee will be paid by bank transfer on the invoice-based payment method after the submission of the final products with the required certification by ADAP Programme Specialist of UNICEF in Tajikistan. Should the contractor fail to complete the assigned tasks, UNICEF will have the right to withhold up to 50% of the consultancy payment.
