The Monitoring and Evaluation Support Adviser will join a team of three monitoring, evaluation and reporting staff responsible for developing and supporting NRC’s global M&E framework.

The M&E Support Adviser is responsible for implementing NRC’s M&E capacity building strategy and developing M&E systems in NRC departments. In addition, the M&E Support Adviser is responsible for developing and maintaining a staff roster to support key evaluation mechanisms.

Job description

  • Generic responsibilities
  • Develop and lead implementation of NRC M&E capacity building strategy
  • Develop and manage staff roster mechanism to support After Action Reviews and Emergency Response Reviews
  • Support M&E systems development in all NRC departments
  • Contribute to the promotion and maintaineance of NRC systems for results monitoring and evaluation
  • Be an active member of technical M&E networks within field of expertise
  • Any other tasks as requested by the line manager

  • Specific responsibilities
  • Lead implementation of M&E capacity building strategy (including M&E Handbook, webinars, online training, development of in-person training packages)
  • Support the specific capacity building initiatives within the M&E team work plan
  • Develop and manage staff roster (including developing a management structure, managing logistics and recruitment)
  • Establish structures for M&E staff development (including peer mentoring structures and country office exchanges)
  • Develop and maintain Community of Practice ( including M&E seminar coordination, establishment of online CoP platforms and routine communications and newsletters)
  • Support PnP and EDN to develop M&E systems in accordance with NRC’s M&E framework.

Qualifications

  • Generic professional competencies:
  • Minimum 5 years relevant work experience, of which at least 2 years relevant work experience in humanitarian/development contexts.
  • Experience from working in complex and volatile contexts
  • Experience developing and facilitating trainings
  • Excellent analytical skills
  • Very strong drafting and document development skills, including policy and guidance documents and training materials
  • Fluency in English, both written and verbal

  • Context/Specific skills, knowledge and experience:
  • Very strong understanding of M&E concepts and approaches
  • Understanding of different capacity building platforms and approaches
  • Experience developing and implementing capacity building initiatives specific to M&E
  • Experience establishing systems for output and outcome monitoring
  • Knowledge of methods of and approaches to humanitarian evaluation
  • Knowledge and understanding of NRC’s field operations

We offer

  • Contract period: 12 months
  • Travel: Approximately 20%
