The Local Development Facilitator (LDF) is responsible for the implementation of the "Towards Resilience and Social Inclusion of adolescents and young people in Libya" programme activities in the designed municipality, ensuring a close coordination with the local council, mayor, central government regional offices, local CSOs, youth leaders, and other programme partners.

BACKGROUND:

Close to five years after the fall of Gaddafi's regime, heightened uncertainty, political rifts, conflicts, displacement and insecurity have continued to mark the political and economic transition in Libya. The UN has strived to support the country with its transition to the democracy and establishment of a Government of National Accord (GNA). While awaiting the establishment of the GNA, UNICEF has established innovative partnerships to implement and monitor its programmes. In April 2015, UNICEF launched the 'Together for Children' national campaign with 15 municipalities. The campaign serves as a vehicle to deliver UNICEF's interventions and to communicate about UNICEF supported programmes including provision of psychosocial support for the internally displaced children, establishment of child friendly spaces, prevention of school dropouts, integration of school-based psychosocial activities, non-involvement of children in the armed conflict and empowering young people and engaging their parents through community action. Decentralization and focus on local governance is a principal strategy for UNICEF Libya; municipalities play a key role for UNICEF work in Libya with the affected communities and provide important programme oversight. As of September 2016, major investments have been made to develop partnership with 26 key Libyan municipalities.

 In July 2016 UNICEF received 3 million EUR from the EU to implement the "Towards Resilience and Social Inclusion of adolescents and young people in Libya "programme. This new EU-UNICEF partnership seeks to develop strategies and innovative models to promote positive youth engagement and enhance social inclusion in Libya. Thanks to the EU's financial support over the next three years, UNICEF, in partnerships with municipalities, will be able to implement comprehensive and gender-sensitive programmatic interventions all over the country.

  • JUSTIFICATION: 

The Local Development Facilitator (LDF) is responsible for the implementation of the "Towards Resilience and Social Inclusion of adolescents and young people in Libya" programme activities in the designed municipality, ensuring a close coordination with the local council, mayor, central government regional offices, local CSOs, youth leaders, and other programme partners. This is a key programme for UNICEF in its development of strategies to promote youth engagement and enhance social inclusion in Libya. This partnership between the EU and UNICEF is a flagship programme that will be delivered mainly by municipalities and hence have the local authorities claiming the ownership of the programme results. The LDF is also the main focal point for different UNICEF's actions within the municipality's regional area.

  • UNICEF IN LIBYA: 

Despite the temporary evacuation of all UN agencies and most of the international NGOs from Libya in 2014, UNICEF has succeeded in maintaining a presence in the country with national staff and with qualified national consultants to monitor the on-going programmes. If the security situation remains the same, UNICEF will continue implementation remotely, mainly relying on national staff, consultants, cooperation agreements with NGOs and Memorandums of Cooperation signed with municipalities to deliver results for women and children.

UNICEF has put in place a monitoring system to overview the programme activities and results for women and children by contracting an international NGO to undertake independent monitoring, quality assurance and reporting. Regular review processes are in place together with partners to review the programme results and address the bottlenecks.

 

  • SCOPE AND RESULTS OF WORK:

Under the supervision of UNICEF Youth and Adolescent Officer the Local Development Facilitator (Consultant) will undertake the following:

  1. Responsible for the day-to-day implementation and oversight of the "Towards Resilience and Social Inclusion of adolescents and young people in Libya" programme activities in the designated municipality, ensuring the achievement of the planned outputs and outcomes of the work plan and that the approach and methodology are coherent with LCO's strategy.
  2. Prepare, organize, and conduct, when appropriate, capacity building workshops and training activities for municipal staff, government employees, teachers, youth leaders, NGOs and other local partners taking place inside Libya encompassing the drafting of the agenda, invitations, and workshop reports in a timely manner.
  3. Ensure development of effective communication materials and strategies adequate to the municipality's context to support advocacy and social mobilization efforts.
  4. Assess continuously the local situation, risks, and monitor programme progress, data collection, results, and impact. Evaluate and suggest when needed corrective actions and changes in implementation approach along with the dynamic context in Libya.
  5. Attend the local committees and technical cooperation meetings with the municipality, government offices, NGOs, and various local stakeholders.
  6. Provide Adolescent Development and Participation (ADAP) data analysis and reporting for monitoring and evaluation of the programme activities.
  7. Promote inter-sectoral partnerships at the municipal level to ensure that progress benefits mutually ADAP and other programs, in particular Education and Child Protection.
  8. Other tasks related to UNICEF programme implementation in the designated municipality as requested by the supervisor.

The Local Development Facilitator will contribute to achievement of results according to Results Based-Management approaches and Methodology (RBM) and UNICEF's Strategic Plans, standards of performance and accountability framework.

  • DELIVERABLES: 

The consultant should deliver a final report at the end of the consultancy period, with payment being subject to deliverables and based on the timelines provided.

·  Finalize the profile notes for the municipality including local stakeholders analysis

·  Establish a local Adolescents and Youth Development Committee led by the municipality including various actors e.g., CSOs, youth activists, youth-led CSOs, government offices (MoE, MoSA, MoL, Youth and Sport Board, etc) and then handle the committee's secretariat

·  Assist in the development of a due diligence for local partners followed by a capacity building plan

·  Conduct a weekly meeting with municipal staff and council members and engage them in programme design, planning, and implementation of activities. Share the minutes of the meeting

·  Organize at least one workshop training per month for Libyan youth-led and youth-focus CSOs

·  Responsible for the liaison with the local authorities on programme related issues. Subsequent to the meetings, share the minutes of the meeting and recommendationsFacilitate "Towards Resilience and Social Inclusion of adolescents and young people in Libya" programme activities in the designated municipality

·  Provide ADAP data analysis and baseline data for monitoring and evaluation of the programme activities

·  Provide 3 progress reports on monthly basis to be cleared by supervisor

Conduct two trips to Tunisia when requested

2 months: 19% of the total consultancy fee

·  Provide administrative and technical assistance to the local Adolescents and Youth Development Committee

·  Conduct a weekly meeting with municipal staff and council members and engage them in programme design, planning, and implementation of activities

·  Facilitate UNICEF's implementation of diverse activities at the designated municipality

·  Organize at least one workshop training per month for Libyan youth-led and youth-focus CSOs

·  Responsible for the liaison with the local authorities on programme related issues. Subsequent to the meetings, share the minutes of the meeting and recommendations.

·  Facilitate "Towards Resilience and Social Inclusion of adolescents and young people in Libya" programme activities in the designated municipality

·  Provide ADAP data analysis for monitoring and evaluation of the programme activities

·  Provide a progress report on monthly basis to be cleared by supervisor

Conduct trips to Tunisia when and as requested by the supervisor – expected 6 trips during 8 months

  • IMPACT OF RESULTS: 

 The activities for the "Towards Resilience and Social Inclusion of adolescents and young people in Libya" programme are implemented successfully at designated municipality and considered as a base for advancing a long-term model for youth development and partnership with the municipality and local actors.

MINIMUM QUALIFICATIONS AND COMPETENCIES

  • Academic qualifications:

University degree in social sciences, law, public administration, or related discipline.

  • Work experience
  • Minimum of 5 years relevant work experience in the field;
  • Proven and extensive track record in training, capacity-building, coordination and/or institutional strengthening of governance and civil society organizations;
  • Excellent knowledge of current affairs in Libya, with particular focus on local governance, youth development, and civil society organisations role.
  • Language experience

Fluency in English and Arabic (verbal and written) is required

 UNICEF RECOURSE IN CASE OF UNSATISFACTORY PERFORMANCE

UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs are incomplete, not delivered or for failure to meet deadlines. All materials developed will remain the copyright of the Libyan Government and UNICEF and they will be free to adapt and modify them in future.

 ADMINISTRATION OF CONTRACT

 The consultancy payments are effective upon approval of the deliverables by UNICEF Youth and Adolescent Development Specialist as described in the section 5 of this Terms of Reference.

 TRAVEL REQUIREMENTS:

The consultant is required to make at least 8 trips to Tunis to meet with UNICEF LCO and attend training and workshops as requested by the supervisor.
