The Proposal Development Adviser will work in the Institutional Partnership Section (IPS) in the Partnerships and Policy Department. The Partnerships and Policy Department is responsible for NRC’s strategic relations with institutional donors and private foundations, and is the “centre of excellence” on donor/partner relations in NRC, thereby providing support to all Departments, Regional and Country Offices in the organisation. This includes being responsible for developing relevant global strategies for resource mobilisation; developing funding prospects with existing and new donors; further streamlining NRC’s procedures, processes and tools related to resource mobilisation and grant management; developing and providing internal training and help-desk support, etc.

The Partnerships and Policy Department consists of eight units: the Institutional Partnership Section (Oslo), the Advocacy and Policy Section (Oslo), NRC Europe (Brussels), NRC Geneva (Geneva), NRC USA (Washington D.C.), NRC Gulf (Dubai), NRC African Union Liaison Office (Addis Ababa), and the Internal Displacement Monitoring Centre IDMC (Geneva). Five of these units (the Institutional Partnerships Section, NRC Europe, NRC Geneva, NRC USA and NRC Dubai) have responsibilities related to partnerships with institutional donors and private foundations.

Job description

  • Provide surge capacity to NRC’s Country and Regional Offices as well as Head Office departments (including Representation Offices) for the development of strategically important proposals. This includes being responsible for acting as a focal point/process holder, coordinating inputs, drafting and/or reviewing proposals as well as ensuring high quality and compliance with donor requirements. On occasion, the Proposal Development Adviser may also be asked to assist with reporting processes.
  • Be responsible for establishing standards on what constitutes a quality proposal for NRC, document best practise, and capacity build and train staff on proposal writing.
  • Provide capacity building and training on donor related issues to NRC staff, based upon training modules and presentations developed by the Institutional Partnership Advisers. Trainings will focus on select donors, taking into account the Proposal Development Adviser’s level of knowledge about NRC’s donors, and will cover aspects such as donor priorities, funding mechanisms, rules and regulations, and lessons learned through NRC’s previous submissions processes and engagement with the donors
  • Between deployments, take on donor related tasks in the Partnerships and Policy department, for example: develop new procedures and tools, organise the annual Partnership Adviser Forum, assist with the administration of NRC’s framework agreements, coordinate donor mappings, identify new funding prospects, etc.
  • Contribute to the revision of the NRC Financing Strategy and the development the annual Plan of Action for IPS
  • Gap-fill and provide holiday coverage for Institutional Partnership Advisers when needed
  • Any other tasks and responsibilities falling under the IPS role mandate, as instructed by the line manager

Qualifications

  • University degree or equivalent qualification
  • Minimum 5 years of experience working as a grants officer/coordinator/manager or similar position in a humanitarian/development organisation, or with grant management and administration in a donor agency.
  • Documented results in resource mobilisation, including with developing proposals and reports to donors
  • Knowledge of the strategic priorities and funding mechanisms of as many as possible of the following donors is desirable: the Norwegian Ministry of Foreign Affairs and Norad, UNHCR, ECHO, Sida, the UK Department for International Development DFID), Germany (German Federal Foreign Office, KfW, etc.), Global Affairs Canada, The Swiss Development Cooperation, UNICEF, USAID and PRM, the World Food Programme (WFP), the World Bank, and large international foundations. Experience with other donors is an advantage.
  • A thorough understanding of Project Cycle Management, especially of the logical framework approach.
  • Proven capacity building or training skills
  • Experience with project budgeting
  • Experience with consortia, tools development and lessons learned exercises is an added advantage
  • Excellent interpersonal and communication skills, including negotiation skills
  • A conscientious and structured person with strong planning and administrative skills, including computer skills (MS Word, MS Excel, MS Powerpoint, and preferably also Agresso)
  • Fluency in English, both written and verbal, and preferably knowledge of French and/or Spanish

We offer

  • Contract period: Temporary contract, until 31 January 2018
  • Travel: Approximately 40-60%
  • Salary/benefits: According to NRC’s general directions.
  • Duty station: While being based in the NRC Head Office in Oslo, the Proposal Development Adviser will be expected to take on shorter or longer-term assignments, as a general rule of no more than 2 months. Assignments may be in any of NRC’s Country, Regional, or Representation Offices, which at the time does not have sufficient staff capacity or competencies to develop a strategically important project proposal, or is in need of training on proposal writing or donor related issues. The Proposal Development Adviser may be asked to travel on very short notice. At times, it may also be possible to take on assignments while working from a distance, in which case the Proposal Development Adviser will work in Oslo. Depending on the level of demand for assistance, the Proposal Development Adviser can expect to be deployed outside Norway between 40-60% of the time. While deployed, the Proposal Development Adviser will report to a “local” line manager, in addition to maintaining a reporting line to the Head of the Institutional Partnership Section.
