The Middle East Regional Office was created in January 2014 as part of NRC’s reorganisation process.  We currently have more than 2,000 staff in the region assisting people displaced by conflict in Syria, Iraq, Lebanon, Turkey, Jordan and Palestine, working in the shelter, education, food security, legal assistance and water, sanitation and hygiene sectors with strong protection and resilience focus integrated into our programmes.

 

NRC Middle East Regional Office is currently looking for strong candidates to apply for the position of Regional Programme Advisor for our Programme Support Unit based in Amman, Jordan.

 

Background

The Programme Support Unit (PSU) as part of MERO is crucial for supporting the application and development of systems, structures and tools that bolster programme management and delivery in Middle East Country Offices (COs) in the following domains:

  • Programme technical development, information-sharing & synergies between COs

  • Grant compliance and quality control

  • Capacity building and training of NRC staff

  • Donor relations structured and developed

Currently the PSU is comprised of a Head of Unit and three Regional Programme Advisors.

 

Role and responsibilities

The Regional Programme Advisor is responsible for providing specialist advice and guidance to supporting the Heads of Programme (HoP) and/or Country Directors (CD) in their daily work in ensuring that optimal programme structures, systems and resources are in place; and for ensuring that donor obligations and requirements for programme funding are met.

This position will replace the current Regional Programme Advisor for Iraq & Jordan. The PA role gives the possibility for someone who is proactive, creative and energetic to make a visible imprint on NRC by improving the PSU’s ways of working, with the goal of enhancing and ensuring value-added service delivery to country offices. Patience and flexibility is required for this position given the size, complexity and changing pace of programming within the Middle East. 

 

Generic responsibilities:

    • Contribute to programme development and strategic planning in country programmes.

    • Responsible for quality control of content of donor applications, reports, macro logframes, and tri-annual country programme reports, including coordination of inputs from relevant Institutional Partnership Advisors, Core Competency Advisors and Thematic Advisors in MERO and Head Office.

    • Contribute to project/programme assessments and evaluations as required.

    • Responsible for follow-up on a monthly basis with the Country Office’s Head of Programmes (HoP) on programmatic issues.

    • Lead and/or actively participate in MERO country-focused meetings for designated countries.

    • Contribute to tri-annual country review meetings for designated countries in line with standard operating procedures.

    • Ensure relevant programme documentation for designated countries is up-to-date and accessible to relevant stakeholders

    • Maintain proposal development & reporting calendars

    • Represent NRC in relevant meetings and forums as appointed by line manager.

    • Carry out other duties of temporary character appointed by line manager.

 

Specific responsibilities

  • Responsible to stay updated and maintain institutional knowledge on Iraq & Jordan

  • Contribute to the PSU ‘ways of working’ by documenting tools, approaches or other ways that define how we work in relation to the Country Offices or in the PSU.

  • Provide support, guidance and training if required to in-country grant officers/coordinators in coordination with the Head of Programmes for that country.

  • Support the roll-out of PCM & VfM training, as requested, and the utilisation of new PCM tools

     

 

Our ideal candidate

  • Minimum 5 years of experience within the humanitarian/recovery context, of which 3 years at the level of Manager/Adviser.

  • Advanced university degree in a subject relevant to humanitarian action, human rights, or refugees

  • Experience developing proposals and reports for various key donors (NMFA, SIDA, BPRM, OFDA, ECHO, UNHCR, DFID, DevCo, SDC, GAC etc)

  • Experience working in complex and volatile contexts.

  • Documented results related to the position’s responsibilities.

  • Fluency in English, both written and verbal.

  • Proficient in Microsoft Office applications.

  • Experience working with overall strategy development and planning

  • Expertise / knowledge about Iraq & Jordan, or the wider Middle East region, preferred

  • Experience working in NRC systems preferred

       

     

We offer up to a 24 month contract
Salary/benefits: According to NRC’s salary scale and terms and conditions

Duty station: Amman, Jordan with Regional Travel
