NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

BACKGROUND
NRC is hiring a Finance Coordinator to head its Finance department in Gaziantep. This post reports to the Support Manager and supervises the staff listed above. Experience in a humanitarian organisation is an asset but NRC is also open to attract qualified applicants from the private sector. NRC’s package is competitive in both the private and humanitarian sector. While this is a 12 month contract it is open extension pending funding.

Job description

  • GENERIC RESPONSIBILITIES
  • Ensure compliance with NRC policies, guidelines and standards
  • Ensure compliance with support function strategy, tools, handbooks, guidelines and standards
  • Specific technical responsibility for implementation of the Finance function
  • Specific technical responsibility for the quality control and monitoring of Finance function activities
  • Provide specific technical support and capacity building towards support staff
  • Provide specific technical analysis and feedback to NRC representatives in coordination forums
  • Monitor the progress of team activities and ensure they are implemented according to standards
  • Implement complex systems and procedures in line with NRC policies, SOP’s and handbooks
  • Assess, promote and document ideas for technical improvement and further program development options

  • SPECIFIC RESPONSIBILITIES
  • Lead on the financial monthly/end of year closing of Gaziantep accounting books.
  • Closely monitor of level of expenditure and allocation of expenses to existing projects, providing monthly Budget versus Actual reports to be discussed with Senior Management.
  • Ensure effective cashflows, preparing forecast of expenditures and submitting monthly cash requests to Head Office.
  • Implement NRC’s financial systems, routines and procedures
  • Support on the elaboration of budget for new proposals, ensuring that budgeting tools are correctly used and ensuring support costs are properly budgeted.
  • Elaborate, Monitor and Update Master Support Budget, identifying funding gaps and allocation of costs to existing donors.
  • Provide finance verification of purchase and payment request up to his/her authorization limit.
  • Review and update Standard Operating Procedures in Finance if relevant changes in Operations happen.
  • Lead on preparation and assistance on Internal and/or External Audits and other financial documentation revision from any external body.

Qualifications

  • Experience of 3 years working on a finance role, of which at least 1 as a Finance Coordinator/Senior Finance position.
  • Previous experience in working with external donor funding.
  • Capacity to work under pressure and meet reporting deadlines.
  • Result oriented behavior.
  • Bachelor Degree in Accounting, Business and Administration or finance-related fields.
  • High level of excel skills.
  • Previous knowledge of working with Accounting Software.
  • Knowledge about own leadership skills/profile.
  • Proficiency in Turkish, good English, both written and verbal.
  • Knowledge of Agresso Accounting System will be an asset.
  • Knowledge of Arabic will be an asset.
