Under the general supervision of the Deputy Representative, manage overall coordination of the total programme commitment of a medium size country office, provide professional technical assistance and support for programme design, planning and implementation, management of programme activities, data analysis and reporting, in support of achievement of programme goals and objectives.

Major Duties and Responsibilities

  1. Knowledge Management for Programmes
  • Contribute to country programmes by supporting knowledge management through providing professional assistance in data collection and analysis, complete and accurate reporting as well as participation in the Programme Knowledge Network system of "lessons learned" and other corporate-level databases.
  • Participate and facilitate in information exchange between UNICEF programmes. Coordinate meetings, share programme guidance notes and monitor progress towards agreed targets for integrating cross cutting priorities in the programme.
  • Provide support to the implementation of programme convergence strategies and programmes as required.
  • Act as the focal point for all front office meetings internally and externally; manage documentation, keep notes of all discussions and meetings, and ensure follow up related to the programme meetings.
  1. Programme Development and Management
  • Provide professional technical assistance in the preparation and updating of the Situation Analysis for programme development and management by collecting and analyzing data and monitoring implementation progress.
  • Support regular consultation on the programme with partners, including the main coordinating agency for UNICEF Country Programme.
  • Contribute to coherence, synergy and added value to the programming planning and design processes using a results-based management approach to programme planning and design. Support the Dep Rep in coordinating the annual work planning follow up process within the programme; prepare and circulate relevant guidelines, establish and monitor timelines, coordinate quality assurance process for workplans, oversee and ensure adequate documentation of consultation process with partners.
  • In consultation with Social Policy and other programme colleagues analyse country level socio-political-economic trends and their implications for ongoing programmes.
  • Provide support to the UNICEF Country Programme and UNDAF Development process; help organise meetings, consultations with partners, oversee the logistics for meetings and manage the documentation.
  1. Optimum Use of Program Funds
  • Monitors programme implementation progress and compliance in consultation with the Budget Specialist. Monitor the allocation and disbursement of programme funds, making sure that funds are properly coordinated, monitored and liquidated on a quarterly basis. Raises issues to the budget allocation and monitoring committee or the Programme Management Team to ensure optimal use of programme funds.
  1. Programme Monitoring and Reporting
  • Undertakes periodic field visits to monitor and assess programme implementation especially for multi sectoral programmes and provide oversight of the functioning and use of trip reports.
  • Assist with organizing the mid-year and annual sector review meetings with government counterparts.
  • Design and organize UNICEF Mid- Year and End-of-Year Review and Planning workshops.
  • Coordinate the preparation of the Programme's regular reports, prepare guidelines, oversee timeline and follow up with section on their inputs to the Country Office Annual Report, Results Assessment Module and Donor Reports.
  1. Partnership, Coordination and Collaboration.
  • Facilitate collaboration with internal and external counterparts, including those of the UN and national partners, in order to improve the ability to collect and disseminate development data and information, exchange information on programme/ status and implementation. Manage a partnership relations database, that provide updated profiles of key partners and documents meetings and correspondence with donors to ensure regular and consistent communications and follow up.
  • Provide professional support in provision of technical advice, negotiation, advocacy and promotion of area/country level goals, leading to agreement on practicable and priority actions to be supported by UNICEF.

Qualifications and Competencies of Successful Candidate

 Education:

 - Advanced University degree in Social Sciences, International Relations, Government, Public Administration, Public Policy, Social Policy, Social Development, Community Development, or other relevant disciplines, with specialized training in conflict resolution.

  • Two to three years of relevant professional work experience.
  • Field work experience.
  • Background/familiarity with Emergency.
