Job organizational context:

The Supply and Logistics Assistant reports to the Supply and Logistics Officer #85726 under the overall supervision of the Supply and Logistics Manager #84051 and works in close collaboration with the Child Survival and Development section.

Purpose for the job:

In 2015, UNICEF LCO procured supplies for USD 30 million, of which 30% were in support of the programmatic activities. Health and Nutrition supplies were distributed to Syrian refugees, and vulnerable Lebanese and Palestinians in close collaboration with the Ministry of Public Health.

Under the direct supervision of the Supply and Logistics Officer, the Senior Supply and Logistics Assistant will be responsible to support the development of and implement distribution and supply plans for the CSD section in accordance with the UNICEF Rules and Regulations. The incumbent is also expected to play a key role in supply planning and supply distributing of large distribution campaigns the LCO is involved in. All these activities are embedded in the overall Supply and Logistics Planning of the Lebanon Country Office.

II. Key function, accountabilities and related duties/tasks

Summary of key functions/accountabilities:

1.      In coordination with program sections, to follow up on supplies requisitions from program sections with focus on the CSD program.

2.      In coordination with the program sections, with high focus on the CSD program, prepare and update supply plans and distribution plans as per PCA/MOU with partners.

3.      Assist program sections in the implementation of supplies' distribution against request / PCA including the monitoring of the distribution at partner's level.

4.      Support in the assessment of partners' warehouse, conduct spot checks and report to program sections and supply unit on findings and recommendations.

5.      Support in the provision of supply & logistics trainings to partners whenever needed.

6.      Extracts procurement and logistics information from UNICEF system records and summarizes for use by the program sections.

7.      When needed, support the supply unit in any other requirement.

 

III. Impact of Results:

Improved supply planning of CSD section in particular, and as a consequence timely availability of required supplies at partner and counterpart level on most economic basis. Improved logistics capacity of partners and counterparts.

V. Recruitment Qualifications:

Education:

Completion of secondary education, supplemented by courses in purchasing methods and/or accounting. Computer literacy and proficiency with MS Office software.

Experience:

Seven years of progressively responsible clerical or administrative work, with specialized experience in purchasing a variety of materials and services. Experience with computer databases, for the maintenance of procurement records.

Practical experience in logistics and supply chain management including supply planning is advantageous.

Language Requirements:

Very good knowledge of Arabic and English. Knowledge of French is an asset.
