Under the guidance of the chiefof CSD, the incumbent will work closely colleagues in the CSD section, Supply division and regional Office to provide technical leadership and coordination of technical support to the MOH at national and sub-national levels for strengthening national vaccine management and immunization supply chain(ISC) systems in order to improve overall routine immunization programme.

Purpose of the Position

To Support the immunization coverage and supply Chain improvement plan 2016-2017

Key Accountabilities and Duties & Tasks

  1. Support to program development and planning
  • Contribute to the preparation/design of cold chain inventory, immunization improvement plans, including rehabilitation and renewals strategic plans for increased EPI coverage and effective vaccine managment.
  • Explore opportunities to strengthen cold chain system design.
  • Support the stablishment and implementation of national logistics working group.
  • Work closely and collaboratively with internal and external colleagues, institutions and partners to discuss immunizatin strategies and methodologies aligned to national priorities; and identify competencies required to ensure the achievement of concret and sustainable results for chirldren and vulnerable women. 
  • Provide technical and operational support throughout all stages of programming processes and to ensure, coherence and and quality assurance in line with WHO and Supply division cold chain best practices guidance.

      2. Program managment, monitoring and delivery of results

  • Provide updates on EVM implementation and Cold chain inventory and mangment system updated 
  • Participate in the design and implementation of the monitroing of end use of supplies and evaluation exercises, including program reviews and annual sectoral reviews with government and other counterparts to asses progress and to determine required action/interventions to achieve results.
  • Actively monitor programs/projects through field visits, surveys and/or exchange of information with partners/stakeholders to assess progress, identify bottlenecks and potential problems and take timely decisions to resolve issues and/or refer to relevant officials for timely resolution.
  • Prepare regular proposals and madated cold chain implementation program/project reports for managment, donors and partners to keep them informed of program progress.

      3. Technical and operational support to program implementation, including capacity building

  • Conduct Temperature mapping of cold rooms and the installation of central temp. mangment systems(CTMS)
  • Work with UNICEF SD to provide technical guidance, SOPS and operational support to governmet counterparts, NGO partners and potentila donors on best practices and approaches on health and related issues ti support program development plannig, management, implementation and delivery of results.
  • Work with UNICEF SD and participate in discussions  with national partners/clients/stakeholders to promote immunization and cold chain equipment support issues especially in the areas of gender emergency preparedeness and maternal, neonatal and child survival and development.
  • Draft cold chain briefs ond other technical materials for management use, information and/ or consideration.
  • Organize and implement capacity building initiatives to enhance the competencies of clients/stakeholders to promote sustainable results on EPI and cold chain programs/projects, including emergency preparedness and response initiatives to reduce the risk of vaccine related outbreaks.

      4. Networking and partnership building

  • Build and sustain effective close working partnerships with EPI stake holders partners/allies/donors/academia through active networking.
  • Work with communication section to design advocay messages to key stakeholders and support communication for development initiatives on children rights an quality for all.
  • Support the establishment of an EPI cold chain tecnical working group.

      5. Innovation, knowledge management and capacity building      

  • Apply/introduce innovative approaches and good practice to build the capacity of partners and stakeholders and to support the implementation and delivery of concrete and sustainable program results.
  • contribute to the development and implementation of policies and procedures to ensure optimum efficiency and efficacy of sustainable EPI programs and projects.
  • UNICEF has established a community of practice for temperature management and cold chain equipment management to strengthen the performance of routine immunization programmes.

 

Qualifications of Successful Candidate

 Advanced University degree in Economics, Business, Pharmacy, or Engineering ir required, additional degree/training in Logistics, Supply chain, Cold Chain or related areas is an asset.

  • At least eigth years of solid experience in business, immunization strengthenig, logistics, cold chain or related areas; of wich at least 2-4 years ind developing countries.
  • Fluency in English and in another UN language
  • Fluency in Spanish or Portuguese is desirable
