The Norwegian Refugee Council (NRC) is an independent, non-profit, humanitarian organization. Since 2012, we support the Government of Iran in the provision of assistance to Afghan communities in the sectors of Education, Livelihoods, Food Security, Water, Sanitation and Hygiene, Shelter construction, Counseling and Information.

Job description

Generic responsibilities:
1. Ensure compliance with NRC policies, guidelines and standards
2. Develop all NRC technical Architectural, Mechanical, and Electrical plans and documentations for the implementation of Shelter WASH interventions.
3. Monitor the implementation of Shelter WASH activities according to the strategy, proposals, budgets and plans at field level.
4. Document, report projects and activities of Shelter WASH based on the planned projects and monitoring visits.
5. Provide specific technical support and capacity building towards project staff
6. Provide specific technical analysis and feedback to NRC representatives in coordination forums.
7. Assess, promote and document ideas for technical improvement and further program development options.
8. Monitor and document the implementation of project activities done by implementing partners and/or contractors (plan of action activities, contracts, financial expenditures and project documentation)
9. Conduct regular gap assessments in urban and rural refugee communities, and quality control and provide technical support to implementing partners and/or contractors

Specific responsibilities:
• Break down the operational plans into weekly, monthly and quarterly implementation plans
• Support to NRC Logistics Department with tendering processes and the procurement of materials and supplies
• Conduct quality control and provide technical support to NRC’s contractors
• Ensure that procurement, development and distribution of materials and equipment are conducted timely and according to procedures
• Prepare periodic progress reports and other documents as required
• Investigate and facilitate introduction of new technology, methods and approaches in order to improve the quality of the activities

Qualifications

• At least 10 years of work experience with similar responsibilities, preferably in the province of implementation
• Previous work experience in complex and volatile contexts, preferably working with Gov. bodies
• Fluency in English and Persian, both written and spoken
• Proficiency in related software including AutoCAD and Microsoft Office
• Experience working with NGO/INGO will be a plus

  • College / University, Bachelor's degree

Personal qualities

• Ability to produce good quality reports in English and Persian within short deadlines
• Skillful in negotiation with wide range of stakeholders with different interests, including contractors and camp managers
• Ability to provide technical solutions to address probable shortcomings in contracts, work implementation, etc. through drafting work orders, contract amendments, etc. and communicating them to contractor and suppliers after confirmation of Immediate Supervisor.
