The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Large-scale displacement took place during the wars of 1948 and 1967, when Israel occupied the West Bank, including East Jerusalem and the Gaza Strip.  Many of those displaced have never been able to return. There are currently over 5 million Palestinian refugees spread across Palestine, as well as in Jordan, Lebanon and Syria.

Through our programme in Palestine, we protect and assist those affected by or threatened with displacement. NRC Palestine has offices in Jerusalem, Ramallah, Hebron and Gaza, where we provide legal counselling to promote access to human rights, shelter, water and sanitation, and quality education.  Nationally and globally, we advocate for the rights of displaced Palestinians. We work to reach Palestinians who are displaced or who face imminent threats of displacement. Together with local authorities and community-based organisations, we establish mechanisms monitoring the needs of displaced Palestinians, and promoting community-owned solutions.

Policy and Advocacy Coordinator (West Bank) – Nationals of Palestine and Israel ONLY

We are looking for an experienced and dedicated Policy and Advocacy Coordinator for our country operation in Palestine. The purpose of The Policy and Advocacy Coordinator is to serve as the NRC Palestine Policy Team focal point for policy analysis and humanitarian advocacy on the West Bank and East Jerusalem;

Prepare and regularly update analysis, updates and key messages, by gaining a wide familiarity with policy debates in Palestine relevant to the West Bank and East Jerusalem, including Israeli and Palestinian civil society and governance bodies;  

Monitor and analyze policy, legislative, judicial and administrative developments affecting the West Bank and East Jerusalem and process multiple sources of information including humanitarian needs analysis, response modalities and spatial data;

Liaise and collaborate with relevant national authorities and stakeholders, and represent NRC in relevant advocacy coordination fora. 

We are particularly looking for a positive individual with strong communication skills, who can build trust and confidently navigate both internally and externally at different levels.

The successful candidate:

 

Holds a Bachelor/Master’s degree in Political Science, Law, Urban Planning or related field;

Minimum of 3-5 years of relevant work experience in policy analysis and advocacy roles;

Knowledge of policy and legal developments and trends in Palestine and Israel on Housing, Land and Property issues desirable;

Knowledge of the humanitarian community in Palestine and the political context;

Ability to travel to all areas of Palestine and Israel;

Mandatory fluency in English and Hebrew, both written and verbal;

Desirable fluency in Arabic, both written and verbal.
