Position Title Consultant - Labor Market Assessment

Duty Station :Niamey, Niger Classification Consultant, Grade UG

Type of Appointment : Consultant, 2 months

Closing Date : 01 March 2017 Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the direct supervision of MRRM program manager and the overall supervision of the IOM

Chief of Mission, the consultant will work on: (i) the labor market assessment in reintegration countries and (ii) on devising a saving scheme linked to community-based projects implemented in 2017. The action will take place in priority reintegration countries of origin. This component is part of the MRRM project that aims to offer safe voluntary return to stranded migrants and to promote alternatives to irregular migration.

Core Functions / Responsibilities:

1. Assess the expanding sectors that could foster opportunities to local entrepreneurs and sum up the present job market trends in the targeted countries;

2. Identify the obstacles and opportunities in the labor markets in the target area. Include the role of cultural and informal rules (gender or disability) in the target area; 3. Map the actors present in the target area (government agencies, NGOs, OI/UN, private sector, diaspora) and ongoing activities/projects;

4. Identify technical skills demanded in each labor market and identify the migrants and community members’ capacities focusing one education, technical skills, weaknesses and assets;

5. Explore possible partnerships between IOM and employment centers, training institution, universities in order to set up a referral systems for returnees in COO; 6. Draft a final written report including all the above mentioned aspects, recommendations and conclusions;

7. Based on the economic opportunities assessment conducted in countries of origin, devise

saving schemes to be offered to migrants: beneficiaries committing to return will receive social or economic assistance to ease their integration the community of origin. A part of their salary will be kept by IOM and after the initial ‘saving phase’ and increased amount will be given according to the scheme;

Page 1 / 38. Draft a monitoring and evaluation plan of the saving scheme; 9. Draft a regional labor strategy aiming to include a migration component in the local development actions. The strategy should be based on strengthening local and national capacity of the ANPE (Agence Nationale pour l’Emploi). The scope is to facilitate the identification of economic opportunities in the region and orient the migrants toward sustainable activities in the target area; and

10. Organize a national workshop with the EUTF partners to present the saving scheme and validate the labor strategy.

Required Qualifications and Experience:

Education

• University degree in Political Science, Economics, or International Relations. Experience

• Seven years of experience in labor market assessment, implementation of development projects, vocational training and support to local economy

• Experience support to micro-enterprises and capacity building in developing countries. • Knowledge on labor market and economic trends in West African countries is desirable Languages

Fluency in English and French is required.
