The Information Officer will provide support to the Planning and Monitoring Specialist in enhancing, maintaining and updating existing country programme Management Information Systems, develop new tools and databases when required and support various knowledge management platforms and systems. The Information Officer is also responsible for identifying, assessing, monitoring and mapping information sources through the development of internal and external knowledge networks and participate in inter-agency information management forums. She/he will support programme and cross-cutting sections including zonal offices in mapping and data visualization and support relevant government partners in tool establishment, capacity development and data dissemination efforts.

Purpose for the job 

 

To:

  • Ensure that the UNICEF Country Office has useful, valid and reliable information on (i) the situation of children's and women's rights; and (ii) the performance of UNICEF-supported programmes including their relevance, efficiency, effectiveness, and sustainability, and in emergency contexts, their coverage, coordination and coherence.
  • Develop visual information products such as infographics, maps and thematic profiles to support planning, monitoring, communication, knowledge management and decision making processes.

 

The Information Officer will provide support to the Planning and Monitoring Specialist in enhancing, maintaining and updating existing country programme Management Information Systems, develop new tools and databases when required and support various knowledge management platforms and systems.

The Information Officer is also responsible for identifying, assessing, monitoring and mapping information sources through the development of internal and external knowledge networks and participate in inter-agency information management forums.

She/he will support programme and cross-cutting sections including zonal offices in mapping and data visualization and support relevant government partners in tool establishment, capacity development and data dissemination efforts.

 

Summary of key functions/accountabilities:

 

  1. Data Collection, compilation and analysis

 

  • Support the development and regular revision of UNICEF information management tools (especially the AfghanInfo desktop, web and mobile applications) to continuously monitor the situation of children and women in the country.
  • Map existing data sources, enhance existing data management system and create new ones when required.
  • Work closely with programme sections to maintain, update and enhance UNICEF internal performance monitoring database.

 

  1. Data visualization

 

  • Develop visual information products (Infographics, factsheets, thematic profiles etc.) to support programme planning, monitoring and decision making.
  • Work closely with programme and cross-cutting sections to develop maps (ArcGIS, QGIS), update and enhance common geodatabases and data-sets.

 

  1. Support Planning and monitoring

 

  • Support the planning and implementation of work-plan with key government counterparts
  • Ensure the timely update of corporate data management systems, including the Results Assessment Module (RAM), Country Office Annual Report (COAR) portal, Country Reporting on Indicators for the Goals (CRING), etc.
  • Support the deployment and implementation of corporate programme management systems especially the eTools',
  • Support third-party monitoring and innovative data collection methods such as Open Data Kit (ODK), Integrated Voice Response (IVR), etc.

 

  1. Capacity Development
  • Enhance the capacity development of UNICEF and partners on data, planning and monitoring of programmes at national and subnational levels.

 

Required calculations: 

 

Education: 

 

  • Bachelor' degree in computer sciences, Information technology (software engineering), knowledge management, social sciences or a combination of management, technology and information disciplines. Master's degree in the relevant field will be an added advantage.

 

Experience: 

 

  • At least four years of professional experience in information management, programme planning and monitoring or knowledge management in the development sector.
  • Use of analytical/mapping packages such as SPSS, ArcView, etc. will be desirable.

Language: Fluency in English and local language of the duty station (Dari and / Pashto).
