UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is funded almost entirely by voluntary contributions. For its international team, UNRWA is seeking expressions of interest from qualified professionals for the following profile:

* Note: Equivalent post in Syria carries slightly modified title of 'Area Support Officer' and is only available at the P-3' level for which working knowledge of Arabic is required.

 

 

The Director of UNRWA Operations, in the respective Field Office, is responsible for the overall management of the Operations Support Team. The team leader is responsible for its day-to-day management and the headquarters technical counterpart for neutrality is Neutrality Coordinator / Chief of Staff and for protection is Chief, Protection Division. In accordance with the established Agency policy and procedures, the incumbent will:

 

Primary Duties and Responsibilities

  • Undertake regular neutrality inspections of UNRWA installations and premises;
  • Document and report violations of neutrality in UNRWA installations and premises and undertakes necessary follow-up;
  • Provide awareness and briefing about UNRWA neutrality and its significance to the Agency operations and service delivery, including training sessions on humanitarian principles and in particular neutrality for UNRWA staff;
  • Support neutrality and protection activities through undertaking regular field visits in coordination with other programmes;
  • Collect data and information, monitor and prepare analytic reports on the living conditions of Palestine refugees and their access to services provided by UNRWA and its partners and supports actions to mainstream protection in provision of such services;
  • Contribute to the technical support/oversight of functioning protection referral mechanisms within the Agency aimed at identifying, assessing and referring individual protection cases to specialized services both internally to other UNRWA programmes and externally to protection partners;
  • Document alleged violations of international humanitarian, human rights and refugee law and undertake protection monitoring of key protection threats and risks;
  • Undertake advocacy on protection and humanitarian principles including providing contextual and briefings on UNRWA operations, neutrality and protection issues, and highlights advocacy concerns as needed including civil-military coordination;
  • Provide other operational support as required, particularly to address gaps in humanitarian and emergency operations.

 

Professional Knowledge and Experience

  • A university degree from a recognised university-level academic institution, preferably in social science, political affairs, international relations, law or a related field;
  • For grade P-2: Four years of relevant experience of which at least one year should have been in an international organization;
  • For grade P-3: Six years of relevant experience of which at least three years should have been in an international organization;
  • For both levels, all applicants must have two years of work experience at international level outside one’s home country;
  • Excellent command of written and spoken English; for Syria posts, working knowledge of Arabic is also required.

 

Competencies

  • Excellent interpersonal skills, mature, independent, disciplined, loyal, self-confident and self-assured, with an ability to work under pressure and within a team;
  • Familiarity with international humanitarian protection principles, concepts and standards, including International Law;
  • Articulate, politically aware while remaining impartial and discreet at all times;
  • Decisive yet flexible, able to assess and analyse situations quickly, objectively and prudently;
  • Excellent analytical and report writing skills.

 

Desirable Qualifications

  • Experience with the procedures followed in communicating by radio;
  • Practical experience in ways of putting operational protection principles within a human development and humanitarian framework;
  • Experience and understanding of the application of humanitarian principles including neutrality in an operational context;
  • Knowledge of the history of the Middle East and issues affecting the region, including Palestine refugees;
  • Ability to speak Arabic (working knowledge of Arabic is a requirement for Syria posts—see above);
  • Experience in counselling or dealing with people who are in shock or suffering from post-traumatic stress disorder.

 

Additional information

  • The incumbent will be required to reside at the duty station and may be required to travel daily throughout the field of operations in the course of his/her duties;
  • In select Fields a valid driver’s license and good driving skills are required.

 

Equivalency

When the minimum requirements are not fully met, the Human Resources Department may substitute part of the unmet requirements under UNRWA’s equivalency determination guidelines with a combination of relevant academic qualification, additional professional training and/or progressive relevant work experience. Note: Work experience alone or formal qualifications with no relevant work experience are not considered sufficient for an equivalency determination.

 

Conditions of Service

UNRWA offers an attractive compensation package at P-2 or P-3 level depending on candidate qualifications. Benefits, subject to eligibility, include education grant, dependency allowance, home leave, pension fund, health insurance and 6 weeks of annual leave. Additional benefits apply for certain duty stations. All UNRWA duty stations (with the exception of Gaza and Syria) are family duty stations. Initial contract is for one year, with the possibility of further extensions subject to the availability of funds and the continuing need for the post. Temporary appointments may also be offered.
