We are looking for a highly qualified individual who can fit the position of Area Governance &Community Empowerment Manager in the north of Lebanon; this position will be based in Akkar but covering Akkar and Tripoli. 
 
Who are we? 
DRC has been operating in the Middle East and North Africa for over a decade, running a combination of livelihood, protection, advocacy and relief projects. DRC has six project offices throughout Iraq, Lebanon, Syria, Tunisia/Libya, Turkey, and both a country and regional office in Jordan. 
DRC Lebanon has been assisting the Syrian displaced, fleeing Syria into northern Lebanon, since May 2011. This assistance has come through the provision of food and non-food items, various outreach activities (registration, follow-up and awareness sessions) rehabilitation of collective shelters and the implementation of quick impact projects.

About the job 
Coordinate and supervise all Governance and Community Empowerment projects and activities including community support and mobilization activities, the municipal support programme and governance, and social cohesion projects. 
 
Duties and Responsibilities 
  • Oversee implementation and ensure the quality of Governance and Community Empowerment in the field, following DRC’s quality standards. 
  • Support the development of Governance and Community Empowerment programmes in North Lebanon and input into project proposals.  
  • Follow up on the identification of Community Support Projects using a participatory approach. 
  • Engage with local partners on the management of projects, oversee their implementation of activities and participate in the capacity building process of these partners. 
  • Promote community mobilization, social cohesion and participation throughout all phases of all DRC’s activities across North Lebanon. 
  • Act as liaison and focal point for contact with municipality representatives, government institutions and other local officials, ensuring regular contact. 
  • Participate in relevant working groups at area level, for example the Social Stability and Livelihood working groups, and attend any relevant meetings with other stakeholders related to the Governance and Community Empowerment sectors.  
  • Line manage the Governance & Community Empowerment teams in Tripoli and Akkar, supporting them to implement the projects through day-to-day oversight and mentoring, including preparation of weekly action plans to deliver activities as per project proposals and targets. 
  • Manage project budgets and update the work plan and budget forecast on a monthly basis, and ensure that expenses have been allocated to the correct budget lines. 
 
About you 
To be successful in this role you must have: A minimum of a Bachelors university degree, preferably related to social work and development.

Moreover we also expect the following: 
  • Minimum 5 years’ experience in Governance and Community Empowerment sector (managing community support projects, community centres etc.)  
  • NGO sector experience, in particular in humanitarian contexts 
  • Experience of building and developing the capacity of staff through the use of training, performance management frameworks and development plans 
  • Proficiency in the use of ‘office systems’ (Word, Excel, Powerpoint)  
  • Commitment to and understanding of DRC’s aims, values and principles 
 
We offer 
DRC will offer the successful applicant contract until 31st December 2017, renewable dependent on both funding and performance. You must be available to start work from 3rd April 2017 and be willing and able to work in Akkar. 
Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment; please refer to www.drc.ngo under Vacancies. This position will be placed at level D+1 equivalent to 2,400$.
