Background
 
The Danish Refugee Council (DRC) is a humanitarian, non-governmental and non-profit organization, founded in 1956, that works in 40 countries around the world. DRC’s mandate is driven by 3 global strategic objectives within the DRC Assistance Framework: saving lives and alleviation of immediate suffering among people affected by conflict, safeguarding, restoration and development of livelihoods, and institutional and organizational change that contributes to protection of people’s rights and peaceful handling of conflict. 
 
DRC has been operating in Greece since December 2015, providing support to the Greek Ministry of Migration Policy in ensuring dignified reception conditions for refugees and migrants arriving on Lesvos island. In March 2016, DRC expanded its operations to the  Athens area, Larissa and Thessaloniki in response to the changing context and the build-up of refugee populations on mainland Greece, while maintaining its protection activities in Lesvos island. In mainland Greece, DRC is currently providing Site Management Support (SMS), similar to the roles and responsibilities of the Camp Coordination and Camp Management (CCCM) sector, to the Greek authorities in 10 emergency reception sites.  
 
Purpose
 
Under the direct management of DRC’s Attica Area Manager, the Senior SMS Manager will initially be responsible for overseeing the nationalization of the SMS Manager position in Skaramangas site, located in the Attica region of Greece. During this initial period, the Senior SMS Manager, in close collaboration with the other SMS staff, will be responsible for supporting the relevant Greek authorities in the day-to-day management of the Skaramangas site. This will entail supporting the implementation of coordination mechanisms and tools to ensure relevant and accessible services, fill gaps and avoid duplication, and building and strengthening effective partnerships with a diversity of stakeholders at the site level. During the nationalization process, the Senior SMS Manager will be tasked to build the capacity and general CCCM knowledge of national SMS staff in Skaramangas, while also undertaking responsibility for supervising and overseeing the day-to-day management of other Skaramangas-based staff and activities in the sectors of shelter, WASH, NFI distribution, cash programming, community services and protection. 
 
Upon the successful nationalization of the SMS Manager position in Skaramangas, the Senior SMS Manager will be tasked to provide roving technical support to the 4 national SMS Managers located throughout the Attica region. This support will entail regular supervision and weekly visits to all 4 sites, the development of CCCM and related capacity building and trainings, the representation of DRC in relevant SMS forums, and collaborating with the Area Manager and Head of Programs in the further building and strengthening of relationships with relevant Greek authorities and other humanitarian actors around issues of SMS.  
 
Specific Responsibilities 
 
Management and Programme Quality 
 
  • In collaboration with the Attica Area Manager, develop a nationalization strategy for the SMS position in Skaramangas site, including the development of core SMS competencies and staff performance evaluation plans. 
  • Oversee the daily management of the Skaramangas site during the nationalization process, including project cycle management and managing assigned budgets 
  • Lead SMS staff to identify gaps and needs in service provision in the DRC supported sites and develop proactive solutions and strategies in agreement with the responsible Greek authorities. 
  • Work closely with the Area Manager to ensure that all SMS activities in Attica are relevant, responsive and are being appropriately monitored and evaluated.  
  • Identify, design and implement standardized CCCM tools across all sites in Attica and support staff to ensure consistency and quality of reporting by SMS staff.  
  • Identify, design and conduct capacity building and training initiatives for SMS staff in core CCCM competencies.  
  • Support SMS staff in all sites in the development of Attica and site-specific strategies and plans, including strategies for the regular and participatory engagement with the communities.  
  • Work closely with sector-specific technical advisors to ensure integration between SMS and other sectors.  
  • Contribute to the development of technical SMS components of proposals, donor reports, site reports, advocacy and policy notes and other SMS reports as required. 
 
Monitoring and Reporting 
 
  • Ensure that projects and associated activities are implemented in accordance with agreed strategies, principles, implementation plans, and donor requirements. This will include all activities in Skaramangas during the nationalization process and all SMS activities across the Attica region after the nationalization is complete. 
  • In collaboration with the Athens-based MEL team, ensure the implementation of projects complies with quality standards and are monitored in accordance with pre-defined objectives and indicators.  
  • Support the SMS teams to complete accurate and timely reports. 
 
Finance and Administration  
 
  • Assume responsibility as primary budget holder of all projects in Skaramangas during the nationalization period and support the development of SMS components for new budgets for all sites in the Attica region after the nationalization process.  
  • Collaborate regularly with the Attica Area Manager and Athens-based finance team to monitor spending and ensure the timely utilization of all grants.  
  • Ensure full compliance with DRC and donor financial guidelines and policies. 
 
Human Resources and Personnel Management 
 
  • Manage assigned teams and support respectful and positive working relationships, which allow for the effective implementation of all activities. This is to be achieved through leadership, team building, day-to-day support, capacity-building and both strong CCCM and generalist knowledge. 
  • Lead site-level and SMS-related recruitment processes and ensure that relevant staffing structures are in place. 
  • Promote professional development by identifying training and capacity building opportunities and ensure staff are well versed in core CCCM concepts, DRC's code of conduct, accountability, respectful dialogue with the refugee population, and prevention of sexual exploitation and abuse.  
  • Collaborate with the Athens human resources department to ensure staff evaluations are conducted on a regular basis.  
 
Logistics and Procurement 
 
  • Collaborate with field staff and the Athens-based logistics and procurement team to develop and maintain comprehensive procurement plans. 
  • Collaborate with the Athens-based logistics and procurement team to ensure field-based records are well managed, fulfill DRC and donor requirements, and are always up-to-date for use in donor reports.  
  • Regularly review procurement plans with the procurement and logistics and finance teams to adjust spending as required in advance of project closure.  
 
Security 
 
  • Comply with  DRC safety and security procedures including Chapters 19 and 20 of the organization’s Operations Handbook.   
  • Ensures that security incidents at the site-level are reported to the Country Director and Area Manager in a timely maner according to organizational proceedures.
 
Requirements 
 
  • Minimum 4 to 5 years of experience CCCM project and activities at a managerial level with an international NGO, UN agency, and or Red Cross / Red Crescent society; 
  • University degree in political science, law, or social sciences or more than 5 years of field experience in a camp management position; 
  • Fluency in written and spoken English with excellent analytical and writing skills. 
  • Knowledge of Greek, Farsi, and/or Arabic is a strong asset; 
  • Proven capacity to adapt to a dynamic and changing operational environment.

You must be available to start work by early April 2017 and be willing and able to work in the Attica region of  Greece, based in Athens. Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Expatriates Staff. 
 
The salary level will be placed at A14 for expatriates in accordance with Danish Refugee Council’s Terms of Employment for Expatriates and for Greek national candidates, the DRC Greece salary scale will apply and in addition the salary package will be based on experience and qualifications. 
 
 
General Regulations
 
  • The employee shall follow DRC instructions on safety, confidentiality and ethical guidelines, including the Code of Conduct and the Humanitarian Accountability Framework. 
  • Employee should not engage in any other paid activity during the DRC contract period without prior authorization. 
  • Employee should not engage in any activity that could harm DRC or the implementation of any project during the DRC contract period. 
  • Employee should not give interviews to the media or publish project-related photos or other material without prior authorization. 
  • Employee shall return all borrowed equipment for the project to DRC after the end of the contract period or upon request.
