The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization experienced in helping to create a safer and more dignified life for refugees and internally displaced people. In the light of the high influx of migrants to the Greek islands, NRC has started an emergency response programme on the island of Chios in mid-October 2015. NRC directly assisted over 70,000 refugees and migrants, working together with the Greek authorities, humanitarian actors and volunteers to set up and maintain a dignified and efficient flow of refugees from arrival at the beach, via registration and reception facilities, to departure by boat or plane to mainland Greece. The role of the M&E Officer is to support the implementation of M&E systems in his or her Area, establishing and implementing systems that promote evidence-based decision-making. The Officer will liaise closely with programme and project staff in order to ensure that project managers have access to and use of relevant and timely information on the scale, relevance and effectiveness of their activities. The M&E Officer is also responsible for supporting the capacity-building of staff within his or her Area Office in order to implement effective, cost-efficient and meaningful M&E systems.

Job description

Adherence to NRC policies, guidance and procedures
Contribute to the development and implementation of M&E systems, including M&E SOPs, guidance and tools.
Participate in project design discussions, including theory of change development and log frame design.
Support programme staff in planning for and executing M&E, including, data collection methodology and tools and data management, analysis and use.
Ensure that assessment, monitoring, and evaluation data are reported in a timely and clear manner to relevant programme and managerial staff
With programme staff, collectively review successes and challenges with a view to identifying lessons learned and contributing to organisational learning.
Capacity building and training of programme staff on M&E technical and conceptual areas.
Any other task that is reasonably requested by the Area Manager or M&E Manager/Coordinator.
Support programme staff to streamline their data collection and analysis processes.
Support to ensure that data collected, by M&E and by programme teams, is of sufficient quality on which to base decisions.
Promote and advocate for the use of M&E data in decision-making.
Actively promote and contribute to workshops or other sessions allowing for programme staff to reflect on quality, successes and failures, accountability, and other elements of programming linked to M&E activities.

Qualifications

Experience in data collection and analysis, including qualitative and quantitative approaches
Understanding of how to present data to influence decision making
Experience in facilitating trainings and delivering presentations
High level English language proficiency (speaking, reading, writing)
Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint)
Analysis skills using R, SPSS, or STATA desirable
Good communication and interpersonal skills
Strong organisational and team working skills
Highly approachable, trustworthy and confidential
Excellent communication skills in English
Proven presentation, training and facilitation skills
