BACKGROUND

Cameroon has recently been removed from the list of countries exporting wild polio virus (27 February 2015) with the support of the partners of the Global Poliomyelitis Eradication Initiative (GPEI). This was confirmed by the Third Independent Assessment (April 2015), which referred to the end of the circulation of wild poliovirus in Cameroon.

The country introduced the inactivated poliomyelitis (IPV) vaccine into routine immunization on 15 July 2015 before replacing trivalent OPV (OPV) with bivalent OPV (OPV) on 20 April 2016.

The last case of PVS in Cameroon dates back to 9 July 2014 and no cases have been reported since that date. Nevertheless, vigilance remains in view given the poor performance of certain districts in routine vaccination, the insecurity prevailing in the northern part and the epidemiological context of neighboring Nigeria.

Four cases of wild poliovirus type 1 (PVS 1) and two cases of poliovirus derived from circulating vaccine (cVDPV) type 2 were notified between April and September 2016 in Borno State, Nigeria, border Northern part of Cameroon. Cameroon shares a long border with Nigeria with an important mix of populations, especially nomads and refugees in the Far North region, mostly from the State of Borno in Nigeria. The risk of an importation of poliovirus into Cameroon from Nigeria is therefore of major importance, as is the risk of detection of an endogenous case, circulating at low noise since 2014 due to the performance of surveillance that remain sub-optimal in particular In the three regions (Adamaoua, Far North and North).

Thus, in order to keep Cameroon free from poliomyelitis, the Ministry of Health of Cameroon, in collaboration with its partners, has planned five (5) local campaigns against Poliomyelitis in the five (05) regions, namely Adamaoua, The Far North, the North, the Northwest and the West.

Another campaign with the monovalent OPV2 was organized in December 2016 and January 2017 in a context of notification of a new case of cVDPV2 in Sokoto State in Nigeria in a border area with the Maradi region of Niger.

UNICEF in its roles and responsibilities in polio eradication and the revival of routine immunization accompanies the Ministry of Public Health and key partners in strengthening communication activities with particular emphasis in areas of low Performance. For the year 2016, this contribution was made within a global framework of capitalization of the achievements of the fight against polio legacy and especially of response in the basin of Lake Chad against the epidemic of neighboring Nigeria. By 2017, Unicef continues to support both routine immunization and polio campaigns.

In a framework of accountability and advocacy for a constant mobilization of resources for the implementation of the program, Unicef needs to make visible the activities implemented in the field.

ACTIVITIES, DELIVERABLES AND TIMELINES, PLUS BUDGET PER DELIVERABLE

Under the supervision of the Chief of the PAC Section and in collaboration with the coordinator of the Polio unit, the consultant will work with the deliverables according to the conditions specified in these Terms of Reference.

·        Develop a Communication strategy: to support country communication strategy, regional and global campaigns and priorities, and to support resource mobilization as set out in the work plan.

·        Media relations: Effective and timely professional assistance and support are provided in developing, drafting and maintaining contact information, materials and relationships with journalists and media outlets covering all media – print, TV, radio, web etc. – in the country, to communicate the story of UNICEF's cooperation to a wider audience.

·        Partners and special events: The Country Office's contact list of individuals, groups, organizations and fora (including Government, UN, and bilateral counterparts), is maintained and further developed, whose support is essential to/can assist in achieving the advocacy and communication objectives and who support and are able to actively participate in special events and activities that further the country programme goals.  QUALIFICATIONS, SPECIALIZED EXPERIENCE AND ADDITIONAL COMPETENCIES

  • Education

 

 

University degree in Communications, Journalism, Public Relations, Social Sciences or related field.

  • Work Experience

 

 

Two year practical professional work experience in communication, print and broadcast media, or interactive digital media.

International and national work experience (for IP). Field work experience (for NO)

Background/familiarity with Emergency situations.

  • Language Proficiency [ I ]

 

Fluency in French and English.

Knowledge of the local working language of the duty station is an asset.

CONDITIONS OF WORK

  • The consultant will be based in the UNICEF Office in Yaoundé
  • A permanent Internet connection should also be made available to the Consultant,
  • The consultant should have his/her own laptop for this work.
  • The consultant will have to justify personal coverage by a valid health insurance. UNICEF does not offer health insurance

The technical Offer will include:

  • A detailed CV and cover letter. CV should include list of skills, softwares and equipment that will be used during the consultancy.
  • A short text (2 pages maximum) describing how the candidate will work to help maximize the use of data in UNICEF's humanitarian action in Cameroon.

 

The Financial Offer will contains the following information:

  • Fee for services to be provided – based on the deliverables in the Terms of Reference
  • Wherever possible, indicate the itemized cost of the travel if an international consultation, and subsistence costs for your stay in the country.

 

Your financial offer will be complete and will take into account all the costs necessary to carry out the deliverables mentioned above. UNICEF will not be liable for any costs other than those included in your financial offer for this work
