Purpose of the Position

Under the direct supervision of Supply/Logistics Specialist, and in coordination with the relevant programme colleagues, the incumbent of the post assists in the procurement planning, sourcing and issuance of bids, awards, management and monitoring of UNICEF's procured supplies and services in support of the Country Programmes and Operations, with special emphasis and direct support for construction projects of constructing new and rehabilitating existing schools.

 

Key Accountabilities and Duties & Tasks


Undertake local procurements of services including construction (primarily) and goods (as and when required) 

a) Develop procurement strategies and appropriate annual work plan of action for contracts and Long Term Arrangements (LTA). Establish priorities, monitors achievements and evaluates performance of supply activities.
b) Ensure all procurements are in compliance with the UNICEF Financial Rules and Regulations, Supply Manual, and all other applicable procurement procedures.
c) Review TOR's, Evaluation criteria and develop Invitations to Bid and Requests for Proposal for commercial contracts. Invite bids proposals, assess market rates for required services and rates/terms of payments.

d) Coordinate and manage the evaluation process, holding bid conferences, receiving bids and proposals, setup technical evaluation committees and chair meetings to review and finalise point ratings, clarifying all aspects of proposals including technical, pricing, and terms, chairing meetings between the evaluation team and the proposers for further clarifications.
e) Negotiate contracts, Purchase Orders, LTAs, including pricing, Statements of work, terms and conditions and prepares the evaluation summary and submission documents for the Contract Review Committee.
f) Present submissions to the Contract Review Committee and prepare outcome minutes.
g) Draft contracts, Purchase Orders and Long Term Arrangements including all terms and conditions. Evaluate and qualify companies, institutions and individuals providing services to UNICEF and monitor performance. Assess technical capability and financial health in order to qualify companies as potential contractors for UNICEF.
h) Contract management and vendor relations - Interact and follow up with contractors, suppliers, programme and operations sections, on issues related to contractual management to ensure supplier compliance to Construction Contracts, LTAs and purchase order terms and conditions.
i) Manage post contract activities including the negotiation and issuance of all amendments to contracts, Purchase Orders and LTAs.


j) Perform other duties as may be assigned by the supervisor.

Qualifications of Successful Candidate

a) Education

Advanced University degree in Business Administration, Management, Civil Engineering, or related field. First University degree with additional years of relevant work experience will be accepted in exceptional circumstances.

b) Work Experience

Two years of relevant professional work experience at national level (procurement, contracting and administration and/or other related fields) construction contracting (preferable)

c) Language Proficiency


Fluency in English and Burmese.
