PURPOSE OF THE POST:

Under the direct supervision of the Head, ADAP, the incumbent will be accountable for professional technical contribution to project design, planning, administration, monitoring and evaluation of ADAP activities, data analysis and reporting, and commitment for enhancement of teamwork and capacity building, in support of achievement of planned objectives of the work plan, aligned with country strategy. Promote inter-sectoral partnerships to ensure that progress benefits mutually ADAP and other programs, in particular Education and Child Protection

MAJOR DUTIES AND RESPONSIBILITIES:

  • Contribute to the development of strategies, methodologies and identification of new approaches for improving Adolescent development, protection and participation programme delivery, with emphasis on skill-building, resilience and participation of adolescents and communities. Collaborate with Communication and Program Communication groups to ensure development of effective communication materials and strategies to support advocacy and social mobilization efforts and advocates with partners for the establishment of appropriate policies, norms and standards on prevention, protection and participation among adolescents; develops broad partnerships to leverage additional resources for adolescents and young people.
  • Undertakes ongoing visits to UNICEF project sites, including UNICEF field offices and counterparts and assesses local conditions and resources. Monitors UNICEF inputs and decide on required corrective action. Communicates with local counterpart authorities on project feasibility and effectiveness including monitoring the flow of supply and non-supply assistance.
  • Attends technical cooperation meetings with Government and other partners, NGOs, UN and bilateral agencies in the different stages of programme/project implementation to follow up on agreements and recommendations. Provide technical support and guidance on appropriate technical, financial and institutional capacity building measures to achieve programme goals.
  • Ensure programme, sectoral and/or inter-sectoral, efficiency and delivery through a rigorous and transparent approach to evaluation. Participates in evaluation exercises, programme reviews and annual sector review meetings with government counterparts. Ensure the preparation of annual adolescent's sector status reports.
  • Help coordinate with Operations and Supply staff on supply and non-supply assistance activities ensuring proper and timely UNICEF and Government accountability. Certifies disbursements of funds, monitors and submits financial status reports to management in compliance with the regulations and guidelines. Monitor project expenditures through spot visits; review of budgets, financial reports, requests for fund transfer in order to ensure that they comply with the agreed budget, that available resources are utilized to maximum effect, that financial targets are met, and that adequate financial and accountability procedure is followed. Prepares budget revisions as necessary.
  • Takes primary responsibility for the development of the sectoral work plan and technical decisions as well as for programme management, implementation and monitoring of assigned project/sectoral activity, in compliance with the defined programme strategies and approaches.
  • Selects and compiles training and orientation materials for those involved in programme implementation, including donor and media visits. Design, organize and manage capacity building for governmental and non-governmental partners working in the area of ADAP Ensure close follow up of all proposal development, PCAs, donor and annual reports; draft changes in ADAP work plans. Support the building of a technical, scientific and programmatic knowledgebase on ADAP through compiling ADAP materials/analyses to promote knowledge sharing with donors, media and all other stakeholders. Support coordination with Regional Advisers and HQ Officers.

 

QUALIFICATION and COMPETENCIES 

Education    

Advanced university degree, preferably in Behavioral or social sciences, such as social anthropology, sociology and youth development, with a relevant focus in one or more of the following areas: child rights, child protection, community-based approaches, gender, life skills, adolescent development and participation, preferably in emergency settings.

A first university degree in combination with qualifying years of relevant professional experience may be accepted in lieu of the advanced university degree.

Work Experience

Two years of professional work experience at national and international levels in the field of adolescents programming, including international work. Experience in Adolescent Development Programming, Child Protection and Education is a strong asset, with additional emphasis on working with and for young people, program guidance, technical support, networking and partnerships.

Language Proficiency

      Fluency in oral and written English and Arabic.
