Technical Assistance to the Ministry of Labour, Health and Social Affairs (MoLHSA) in identifying child health, growth and development related variables to be collected through the respective management information system

  1. Background

The serious problems of the Health information System in Georgia have been widely documented.   Data regarding key health events are either incomplete or inaccurate, and registers are of poor quality due to lack of standardization and supervision.  Fragmentation and independent operations of the service providers as per health privatization policies have further aggravated the situation.

 In 2016, the Georgian Government (GG) with UNICEF support has established the pregnant and newborn health monitoring module, so-called Birth Registry as part of the unified healthcare information system. The system is based on the Norwegian experience, as one of the registries with the longest history in the world. The system tracks every pregnant and newborn in the country. Information on health condition of mother and fetus, as well as that of the infant, causes of death, abortion and its causes/necessity, delivery and all its possible complications is entered into the registry. The system allows for real-time monitoring of the mothers' and fetus's health condition and response, instead of a retrospective analysis. Registration of the beneficiaries in the system occurs by identification number of the beneficiary, which automatically provides an opportunity for the identification of the unique person and collection of information on him/her. Regardless of the patient's migration from one institution to another, the duly authorized medical personnel with relevant access rights has the opportunity to view the entire medical history of the beneficiary to make informed decisions with regard to the patient's treatment.

 The information registered in the system allows for the analysis of more than 200 indicators in addition to maternal and child health basic indicators, which creates an opportunity for in-depth analysis of different data, to measure not only process indicators, but also outcome indicators which will promote evidence-based political decision making in the given area.

 By end of 2016, in the framework of the new project funded by UNICEF, it was decided to continue monitoring of children health, growth and development from the moment of discharge from the maternity hospital through reaching the school age. Technically, the aforementioned works imply expansion of the Birth Registry and adding additional functions to it.

 Considering the lessons learned from the implementation of the Birth Registry UNICEF decided to mobilize technical support for the newly planned component of the MCH MIS. This will help avoiding obstacles on the way of the product development and later, on the implementation stage.

Thus, UNICEF decided to advertise the position of a local consultant (with the expertise in young child health and development) to provide technical guidance to the team in charge of IT solutions. The selected consultant will closely collaborate with the IT team on board and the consultant in charge of maternal component of the MIS.

 2. Objective

Identifying young child health, growth and development related variables to be collected through the respective management information system (Young child (0-6 years of age) health, growth and development management information system)

 3. Scope of Work – Key Tasks

 The process envisages:

  • Proposing the list of child health, growth and development related variables to be collected through the planned MIS
  • Sharing and negotiating the proposed variables with the wider group of stakeholders
  • Ensuring technical guidance to the team in charge of IT solutions

 5. Supervision and reporting responsibility

 The work of the consultant will be directly supervised by UNICEF health specialist and will be carried out under the overall supervision of the UNICEF Deputy Representative.

Consultants' performance will be evaluated against the following criteria: timeliness, responsibility, initiative, communication, and quality of the products delivered.

 6. Eligibility Criteria 

  • The consultant should have post-graduate degree in pediatrics
  • More than 10 years working experience in the provision of pediatric services (including child development;
  • Previous experience in implementation of relevant or similar consultancy work;
  • Existence of various skill mix required for the task
  • English and Georgian language proficiency

 7. Estimated duration of contract:

 March 6, 2017 – August 6, 2017

 8. Official Travel involved, if any:
